Brief Description

The Asset Protection team supports all external parties completing work alongside Network Rail infrastructure, facilitating smooth, efficient, and successful project delivery whilst ensuring there is no impact on the safe and reliable operation of the railway now or in the future. Our outside party customers can range from local authorities who are repairing or upgrading our roads, private companies who are investing close to our railways, or utility companies that just need to build over or under the railway to service their business needs. There are an increasing number of organisations who wish to invest directly in railway infrastructure, improving existing stations, constructing new stations and freight terminals and even re-opening old lines. Network Rails Open for Business philosophy means we offer opportunity for partners to develop and deliver schemes themselves, working alongside our asset protection team who provide engineering assurance until, in most cases, the completed scheme is transferred into Network Rail ownership.

This exciting engineering position based in York requires a diverse set of skills and experience. The purpose of this role is to provide professional engineering assurance and technical interface to evaluate external engineering proposals and review permanent and temporary works designs, working with the wider Asset Protection team to support safe and successful delivery of outside/third party projects. The team geographically covers the North & East and East Coast Routes.

The fast paced and varied work portfolio includes some flagship engineering schemes, ranging from new third party constructed stations, depot upgrades and multi-span highway bridges, to complex demolition, and challenging utilities interfaces.

We are looking for a person who has a civil engineering background with experience ideally of working as a Project Engineer (PE), Design Engineer (DE) or Contractor Responsible Engineer (CRE). However, if you are new to rail and have a civil engineering background whether through design or construction, we also want to hear from you. You will be part of an engineering team where there will be room for professional development including ICE support through our Eastern community of Supervising Engineers, and opportunity to work towards becoming a Designated Project Engineer.

About the role (External)

Key Accountabilities –

1.Monitor, assess and review all outside and third-party engineering schemes for compliance with Network Rail standards, procedures and requirements, route specifications, systems and procedures to deliver a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities.

2.Manage the engineering approvals and consents required for the design and implementation of projects.

3.Manage the mitigation of engineering and safety risk to the railway associated with proposed and real time outside and third-party activities. Provide technical advice in respect of all engineering design, safe by design, technical specification and construction activities for safe delivery.

4.Apply the concept of Requirements Engineering on applicable schemes, liaising with internal stakeholders and providing advice to the Project Interface lead.

5.Assess and review all outside and third-party schemes for compliance with current legislation, including Construction Design Management (CDM) Regulations. Review engineering design and/or construction proposals and activities.

6.Facilitate outside and third-party scheme change, with analysis of risks and contingency within the specific project life cycle on the basis of engineering detail, to enable project authorisation.

7.Manage relevant engineering activities so that schemes support programme requirements for outside and third-party customers in a safe and environmentally responsible manner for time, cost and quality to deliver the safety and integrity of railway operations and infrastructure.

8.Apply relevant techniques and procedures of quantitative and qualitative risk assessment and hazard identification and analysis techniques to allocated schemes.

9.Carry out the duties of Designated Project Engineer (DPE) for specific projects.

10.Undertake technical reviews of clearance proposals for the route, external planning applications and land use changes by external parties whilst safeguarding Network Rail's infrastructure and operational requirements.

11.Undertake reviews of external party applications for discharge of planning conditions and manage the review of engineering consents to works on ex-railway land, subject to restrictive Covenants in benefit of Network Rail.

12.Monitor internal and external design / specialist consultants and contractors for outside and third-party schemes in respect of competence of contractor's design, construction and specialist workforce.

Essential

·Technical qualifications to HNC/HND or equivalent GNVQ level in Civil Engineering

·Previous experience in the management of outside and third party activities and mitigation of risk

·Successful relevant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas

·Significant knowledge of technical, safety and performance standards and their application to asset protection activities

·Clear understanding of CDM, with the ability to recognise CDM duties, and associated requirements under Health & Safety legislation

·Knowledge of safety management including the concept of safe by design principles

·Understanding of the arrangements required for the independent assessment of work

·Knowledge of quality assurance

·Knowledge of risk assessment, including auditing internal and external engineering competency

·Membership of a relevant professional body working towards incorporated or chartered status

·Knowledge of project management
