We have recently gained permission to begin the design work to build a modern, low carbon waste water treatment plant to provide vital services for the community and environment which will recycle water and nutrients, produce green energy and help Greater Cambridge to grow sustainably.

Known as the Cambridge Waste Water Treatment Plant Relocation Project, Anglian Water will work with our partners, MMB, MWH and Skanska to help deliver this fantastic opportunity for the Greater Cambridgeshire area to provide 8,350 homes, 15,000 new jobs and a wide range of community, cultural and open space facilities.

As we look to begin design work on this truly unique and potentially career- defining project, we are looking for a Senior Design Manager to play a vital role in this project and lead on delivering high quality resources and outputs to enhance technical design delivery efficiency.

What will you be doing as our new Commissioning Manager?

With an ever-growing population and increasing customer expectations across the region, several exciting and career enhancing projects are being undertaken to create a forward-thinking, sustainable and industry-leading Water and Water Recycling Service. One of these projects is the Cambridge Relocation Project.

 Anglian Water’s new flag ship Cambridge Waste Water Treatment Plant Relocation Project (CWWTPRP) proposed development involves the relocation of the existing Cambridge Waste Water Treatment Plant (WWTP) currently operating at Cowley Road, Cambridge, to a new site between Horningsea, Fen Ditton and Stow cum Quy, adjacent to the A14 in Cambridgeshire.

The relocation would make the site of the existing WWTP available to form part of the development of a new low-carbon city district, known as North East Cambridge. The site at Cowley Road, is Cambridge’s last major brownfield site, and the wider North East Cambridge district proposals envisage creating around 8,350 homes and 15,000 jobs over the next 20 years.

The proposed development will deliver all the functions of the existing Cambridge WWTP at Cowley Road, treating all waste water from the Cambridge catchment and wet sludge from the wider region.

In addition, it will have an increased capacity, being intended to treat the waste water from the Waterbeach catchment and anticipated housing growth in the combined Cambridge and Waterbeach catchment area.

The infrastructure provided as part of the main works will have a design life to at least 2090, and the supporting infrastructure (i.e. the transfer tunnel, pipelines and outfall) will have a designed capacity sufficient to meet population growth projections plus an allowance for climate change into the 2080s.

Furthermore, there is capability for expansion in space that has been provided within the earth bank and by modification, enhancement and optimisation of the design to accommodate anticipated flows into the early 2100s.`

In addition to enabling housing growth and future economic development of the Greater Cambridge area the project will also give rise to a number of additional benefits including

Significantly reduced carbon emissions compared to the existing Cambridge WWTP, being operationally net zero and energy neutral, contributing to Anglian Water’s ambition of being operationally net zero as a business by 2030.

Greater resilience and improved storm management, meaning storm overflows and Combined Sewer Overflows (CSOs) are far less likely to occur. This means that, as Greater Cambridge continues to grow, the facility will be able to treat a greater volume of storm flows to a higher standard than would be the case at today’s facility.

The proposed WWTP is being designed to reduce concentration in final treated effluent discharges of phosphorus, ammonia, total suspended solids and biological oxygen demand (BOD), compared to the existing Cambridge WWTP. This means that when the new facility starts to operate, water quality in the River Cam will improve.

A high-level summary of the Proposed Development is provided below:

A flag ship scheme with an integrated wastewater and sludge treatment plant, with ambitions to be operationally carbon net zero by 2030.

A shaft to intercept wastewater at the existing WWTP and a tunnel/ pipeline with major crossings to transfer it to the Terminal Pumping Station at the proposed WWTP. Temporary intermediate shafts to launch and recover the micro-tunnel boring machine.

A gravity pipeline transferring treated wastewater from the proposed WWTP to a discharge point on the River Cam and a pipeline for storm water overflows.

Ancillary on-site buildings, including a Gateway Building with incorporated Discovery Centre, substation building, workshop, vehicle parking including electrical vehicle charging points, fencing and lighting.

Environmental mitigation and enhancements including substantial biodiversity net gain, improved habitats for wildlife, extensive landscaping over Cambridge Waste Water Treatment Relocation Project

Approximately 70 ha, a landscaped earth bank enclosing the proposed WWTP, climate resilient drainage system and improved recreational access and connectivity.

Renewable energy generation via anaerobic digestion which is part of the sludge treatment process that produces biogas designed to be able to feed directly into the local gas network to heat homes, or to be used on site.

Renewable energy generation via solar photovoltaic systems and associated battery energy storage.

Other ancillary development such as internal site access, utilities, including gas, electricity and communications and connection to the site drainage system.

New vehicle access from Horningsea Road for Heavy Goods Vehicles bringing sludge onto the site for treatment and other site traffic.

The Commissioning Manager is responsible for leading the commissioning and decommissioning of the Cambridge Relocation Project. The current design is at an outline status, and you will be managing the commissioning and decommissioning activities for the delivery of the final optioneering stage and detailed design for construction. In this role, you will;

Work collaboratively with the Project Lead, Commercial Lead, SHWE Lead, HR & People Lead, Senior Design Manager, Design Managers, Lead Construction Manager, design and construction teams and all key stakeholders to deliver best value solutions.

Develop new ways of working to reduce carbon, increase biodiversity, address climate change, and embrace innovations and new digital technologies. 

Manage the creation of the commissioning phase plan and commissioning strategy to ensure all members of the team are aware of their responsibilities.

Manage the production and co-ordination of the commissioning and decommissioning programme, Employers and Customers Requirements and deliverables schedule throughout the project.

Ensure by working with the Lead Planner, that all commissioning and decommissioning deliverables are integrated within the programme.

Ensure the commissioning strategy is clearly defined and agreed by all parties, complies with Client brief, contract, current legislation, Development Consent Order, environmental and relevant technical requirements.

Lead buildability, risk, opportunity and value engineering reviews.

Ensure contractors proposals are compliant with employer’s requirements.

Monitor and report on all progress on a weekly and monthly basis, including taking action to maintain delivery to time, cost, quality and safety requirements.

Work collaboratively the process engineers, designers and project team to develop and agree commissioning strategy documents.

Attend project rehearsals to ensure properly planned, robust & efficient commissioning and decommissioning of the project.

Support Commissioning Engineers in developing commissioning methodologies as part of the Commissioning Plan.

Support Commissioning Engineers in identifying handover testing requirements in line with approved Asset Standards handover testing procedure as part of the Commissioning Plan.

Manage the Commissioning Engineers onsite and offsite with commissioning and optimisation of the project.

Collaboratively work with AW Operations Treatment Managers, Works Technicians and Service Delivery Scientists to facilitate successful commissioning and decommissioning of the project.

Analyse sample results obtained during handover testing and assist Commissioning Engineers in communicating results to AW Operations to facilitate expeditious handover of assets to AW Operations.

A little bit about your skills, experience and behaviours….

Essential Skills

Engineering Degree or equivalent qualifications and experience.

Experienced in the commissioning and process proving of mechanical, electrical, instrumentation, control and automation (MEICA) systems.

Minimum of 5 years’ experience working in a similar role in the water and wastewater industry.

Familiarity with MCCs, PLCs, instrumentation, and process control systems

Proven water and recycling commissioning or process optimisation experience

An experienced manager of people and teams, developing others, and managing staff welfare.

Experience, or a strong understanding of construction, procurement, and commissioning.

Extensive site experience of water and recycling operations

Experience of supervising contractors on site

Ability to use own initiative, problem solve and adjust as issues arise during commissioning.

Possession of ECS card in an appropriate discipline.

Desirable Skills

Member of a relevant professional body e.g. MIET, IMechE, CIWEM

To be considered for this exciting opportunity , you’ll ideally hold a relevant Engineering degree and have extensive experience in a technical role. You’ll demonstrate experience with the management of designs and multi-disciplinary projects and the capability to inspire, encourage and support others to achieve critical tasks and outcomes within non- infrastructure projects.
