Within the Roads Directorate, the Asset Management Team is responsible for developing and implementing asset management practices in relation to trunk roads. Our Road Asset Management Plan (RAMP) sets out the level of service we intend to provide on the trunk road network alongside the work and investment required to achieve this: To realise this objective, the Asset Management Team has developed a new asset management system - AMPS (Asset Management Performance System). The new system uses some of the latest cloud-based technologies available for both web and mobile platforms. AMPS is designed, built and managed entirely in-house, meaning that the successful candidate will directly influence future software development, data analytics and associated technical/engineering processes, ensuring that their vision helps shape the future of asset management practices in Scotland and beyond. AMPS provides a unique opportunity for candidates interested in Engineering, new technologies and data analytics to contribute to the on-going development and improvement of an innovative and industry leading system. The successful candidate will be responsible for identifying, implementing and improving engineering, data and business requirements, working alongside and guiding a team of software developers, testers, and business analysts to build innovative software solutions.

Responsibilities

• Oversee and drive continual development and improvement of key functions of AMPS, a key business system which supports the wider delivery of trunk road management and maintenance through the supply chain. Lead on the development and delivery of data analytics tools to allow in-depth analysis, trending of data and performance reporting.• Continue development of predictive modelling methodology and tools to allow us to estimate the future maintenance requirements for the whole trunk road network over a number of years for differing levels of funding or condition targets. Present outputs to finance colleagues to support the transport proposals considered as part of the Scottish Government’s spending review process.• Measure and monitor the condition of the trunk road asset and develop improvement plans required to achieve a desired level of service. Produce regular ‘State of the Asset’ reports for Roads Directorate colleagues and Scottish Ministers, setting out the current position and forward strategy.• Oversee the calculation of trunk road maintenance backlog for carriageways and ancillary assets, and provide input to briefings for Scottish Ministers.• Undertake regular reviews of the Road Directorate’s data requirements and data strategy to ensure that data continues to offer value for money and support our asset management practices. Lead on the maintenance and enhancement of the Roads Directorate’s trunk road information manual and ensure continued alignment with AMPS.• Lead on the development, procurement and delivery or machine-based condition surveys for trunk road carriageways, ensuring that the data is collected, processed and stored in line with agreed protocols.• Compile input to briefing notes, provide progress update reports for Roads Directorate colleagues and TS Directors meetings. Provide specialist advice and support to Roads Directorate colleagues as required.

Essential Criteria & Qualifications

Proven experience in road asset management and data/software-development for the road sector. Essential Criteria 1. Experience in a road asset management role, working with asset management systems to manage and analyse road-related data to inform decision making.2. Demonstrable experience of contributing to the development or customisation of software tools related to road asset management.3. Ability to lead and collaborate effectively with engineers, software developers and wider stakeholder groups (technical & non-technical) to implement engineering data and business requirements. 4. Commitment to continual service improvement with a willingness to challenge established practices, using evidence to deliver a better service to asset management system users.

Minimum Time in Post
You will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade. 

In the event that further posts are required, a reserve list of successful candidates will be kept for up to 12 months. 

Location
This post is based in Glasgow, with hybrid working in line with current Transport Scotland policies. You will be expected to be office based twice per week, pro rata.

The post is a full time role, but staff with different working patterns are invited to apply, and we will assess proposed working patterns against the business requirements for this post.
