We are seeking to employ a Strategy and Partnership Manager (12 month fixed term, secondments considered) to influence and shape the future direction of travel of our organisation and its services in conjunction with key stakeholders, including patients. Main duties of the job

Job Purpose:

To participate in the development of local and regional partnership arrangements, including development of the ICS, Worcestershire place and bespoke partnership arrangements with other organisations. To support the development of strategic partnership working to ensure sustainable implementation of ICS strategies and plans. To support the formation and development of new partnerships with external organisations, including provider collaborative arrangements. Key Duties:

Strategy

Support the Director and Deputy Director of Strategy & Planning to develop the Trust strategy and Clinical Services Strategy so that they reflect national health and care policy, the aspirations for the Herefordshire and Worcestershire Integrated Care System (ICS) and internal priorities. In doing so, support work with key stakeholders to identify clear objectives, priorities and programmes of work. Support the development of specialty and directorate level clinical service strategies, plans and transformation programmes to enable delivery of the Trusts overarching strategy by working closely with clinical and non-clinical staff from across operational and corporate divisions. Develop and implement quantitative and qualitative measures to determine and report performance against the strategy. Work with corporate and operational colleagues to ensure strategies and associated plans are underpinned by an evidence base that promotes and demonstrates business benefits, return on investment and value for money, whilst also securing improvements in quality, safety, operational performance and improved patient and staff experience. Support the development of underpinning and supporting strategies and plans ( Workforce, Estates, Digital), ensuring that they are aligned with the Trusts overarching strategy. Engage with internal and external stakeholders (including patients, their carers and familes), facilitating their participation in development and implementation of the trusts plans. Develop processes that enable identification of business development opportunities ( through on-going market assessment , identification of tendering opportunities) and engage with divisions to manage the Trusts response to such opportunities.

Planning

Support the development of the Trusts business plans ensuring that they are aligned to the Trusts strategy, clinical services strategy and underpinning strategies. Work closely with planning leads from partner organisations to enable triangulation and alignment of relevant plans. Manage the development of an annual plan for the Strategy, Improvement and Planning Directorate. Maintain the Directorate Risk Register and any relevant risks on the Corporate Risk Register and Board Assurance Framework.

Business cases

Manage the ongoing development and implementation of the trusts process for developing, approving and monitoring business cases, ensuring emphasis on identification and realisation of business benefits and return on investment. Act as the key point of contact for advice and guidance provided to business case authors. Manage the writing of complex strategic business cases (including capital cases), liaising closely with internal service and corporate leads as well as external organisations, including those providing advice and consultancy. Manage assigned complex projects, including robust management of interdependencies to ensure delivery on time and budget.

Partnership and wider health system

Build and maintain positive and constructive relationships with staff from all Herefordshire and Worcestershire ICS partner organisations and wider partners. Support the Director of and Deputy Director of Strategy and Planning to develop strategic partnerships which ensure sustainable implementation of ICS strategies, plans and operating model. Participate in and maintain an overview of the Trusts involvement with ICS work streams, as appropriate Support the formation and development of new partnerships with external organisations, including provider collaborative arrangements.

Section 106 Agreements

Support the Deputy Director to develop and oversee the Trusts approach to Section 106 (Town & Country Planning Act) applications, working closely with local planning authorities, specialist planning and legal advisors.

General Duties:

Chair and facilitate a range of meetings, networks and other events to support achievement of the job role. Actively participate in meetings which require communication with a variety of audiences. Produce and develop reports for Trust Board, Board sub-committees, Trust Management Executive, Chief Executive Team Meeting and other relevant internal and external groups to keep them appraised of developments associated with the portfolio of work. Lead on the recruitment process for any assigned roles, including developing JDs/PS, the ATR process, interviewing and completion of the recruitment and induction process. Manage, motivate and inspire assigned or matrix managed staff and provide professional development and training. Undertake day to day management, annual leave approval, sickness absence management, regular supervision and performance development reviews/plans in line with Trust policies and procedures. Ensure that mandatory training for assigned staff is up to date. Use the internal online staff systems for all HR processes. Take a collaborative approach to leadership, working with and influencing others to achieve the best outcomes for patients. Contribute to an inclusive working environment within and beyond the Strategy, Improvement and Planning Directorate. Actively promote and support the drive for continuous improvement via the trusts Improvement System Be a nominated budget manager/holder as required, taking responsibility for budget setting and ongoing monitoring of pay and non-pay expenditure. This will also include i) checking and authorising staff expenses; ii) monitoring timesheets and pay for zero hours, bank, agency and contract staff; iii) approving orders on iproc or similar systems; iv) payment of invoices. Constantly strive for value for money and greater efficiency in the use of assigned budgets to ensure that they operate in recurrent financial balance and in a way that is compliant with the Trusts Standing Financial Instructions. Be responsible for procuring specialist advice and services from third party organisations when required and agreed for specific pieces of work. This includes responsibility for development of service specifications, the procurement process, overseeing the selection of preferred provider, contract monitoring and payment, in conjunction with supporting services such as the finance and contracts teams. Responsible for day to day proactive and responsive decision making to ensure the efficient running of the team in line with existing Trust policies, processes and guidelines Freedom to act independently to meet the role requirements, deciding when it is necessary to escalate items to senior line management Take responsibility for own continued professional development and mandatory training Deputise for the Chief Strategy Officer and Deputy Director of Strategy and Planning when required. Be flexible in working hours to accommodate late evening or weekend meetings when scheduled
