Job summary

The new North London Mental Health Partnership, made of Barnet, Enfield and Haringey NHS Trust and Camden and Islington NHS Foundation Trust seek applications from people who believe they can help us deliver outstanding care and improve the mental health of everyone in North London whilst we bring together our partnership into one singly organisation.

With demand for mental health services soaring and a shortage of skilled workers, the challenge, and opportunity, is for the new Partnership to play an increasingly influential role in in the North Central London ICB as to how sustainable, affordable quality mental health care can be accessible to all in North London and who may need it in the coming years.

We are open minded as to your background, with particular qualities we are seeking including a visible and strong values-based approach to leadership, influential and inspirational direction, experience of working with a Board keen to engage, and a track record of enabling and driving the Partnership to deliver and exceed organisational objectives and expectations.

Main duties of the job

To instill and maintain trust, confidence, and integrity with all internal and external stakeholders, and in the context of our governance environment. Provide excellent inspiration and leadership to support the Partnership to strive to achieve its vision, in accordance with our five year Strategy, and ultimately deliver the best possible care and drive continual improvements for everyone affected by mental illness. To effectively drive, develop, and assist natural and assisted evolution of organisational strategy moving forward. To ensure efficient and effective use of resources and have overall responsibility for the sustainability and continued success of the Partnership. To play a key role in the formulation of, and leadership in the achievement of the Partnership's philosophy, long-term objectives and strategies and to its annual business plan. To be accountable for all aspects of the quality of service provided across all areas. To build a strong external image for the Partnership and create opportunities to enhance the profile of the Partnership and its services.

The partnership between Barnet, Enfield and Haringey Mental Health NHS Trust (BEH) and Camden and Islington NHS Foundation Trust (C&I) is going from strength to strength since it was originally established in 2021 forming the North London Mental Health Partnership.

In order to meet the needs of the new Partnership services you may be required from time to time to work at different locations to your normal place of work. This may mean that you are required to work at any location that fall under Barnet, Enfield and Harringay Trust and Camden and Islington Trust. The Trust reserves the right to require staff to work at such other places or locations as it considers reasonable and necessary on a temporary or permanent basis.

Job responsibilities

Strategy, Leadership and Management

Provide effective operational leadership to the Partnership to secure the delivery of patient-centered services that address the mission, strategy and values of the hospice. Build and maintain a high performance, objective based culture through effective performance management, communication and coaching of employees. Provide clear leadership and promote and foster a team culture for employees consistent with our strategic aims. To lead and manage the members of the Leadership Team ensuring their professional performance and development needs are addressed and that the culture of a learning organisation delivering high quality services permeates throughout. Maintain the highest standards of conduct and integrity and ensure compliance with best practice, statute and regulatory requirements in all matters including financial, governance, legal and clinical related issues

Partnership Working

Establish and maintain a proactive Partnership Strategy to develop a comprehensive range of strategic, collaborative and tactical relationships in support of the commitment to its internal and external communities. Lead the merger of both Camden and Islington NHS Foundation Trust and Barnet, Enfield and Haringey into one single organisation. Develop a wide range of relationships and networks with local and national organisations to position the Partnership as a well-known and credible organisation. Ensure the opinions of patients, carers, employees, ect are actively sought to assist the decision-making processes to improve services

Performance Management

To establish cultures focused on performance management, continual improvement and cost effectiveness. To develop a performance management culture which is supportive, motivating and embraces objective setting and feedback from employees at all levels Take Board responsibility for monitoring performance of operational services against the agreed business plan and targets and standards. Implement a performance management system that holds staff accountable for achieving Trust objectives within service operations activities

Communications and Public Relations

Establish and maintain an effective Communications and PR Strategy considering the current and future needs of all stakeholders. Ensure that employees have sufficient and up-to-date information and that reporting is transparent. Maintain effective networks with all principal supporters and stakeholders.

Managing and Developing Resources

Lead the development of a dynamic and rigorous annual business process to develop a business plan derived from the strategic plan. Ensure the overall objectives financial plans are met and support the Partnership objectives Lead on strategic workforce planning and sustainability processes and ensure the Partnership recruit high calibre people to our roles.

Governance

Establish and develop effective systems of corporate and clinical governance to encourage honesty, openness and a just culture which promotes mature dialogue with patients, their carers and families as partners in the delivery of care. To meet and strive to exceed, the requirements of the Regulators and the Care Quality Commission. To ensure that a suitable integrated governance framework is in place to deliver effective corporate and clinical activities. Ensure that the organisation discharges its constitutional and legal obligations.

Financial

To ensure the annual budget and financial forecasting exercises support the strategic and annual planning process and are appropriately reported to the Board. To be responsible to the Board for the overall financial stability of the organisation. Ensure that financial accounts are prepared and that expenditure is controlled in line with the annual budget as approved by the Board

Risk Management/Health & Safety

Establish and maintain a rigorous and proactive health, safety and welfare policy and strategy and reporting systems to support all stakeholders giving particular attention to: Legal requirementsIntegrated risk managementMaintenance and security of property Comply with all relevant policies, procedures and training on infection prevention and control Person Specification

Qualifications

Essential

Educated to degree level or Equivalent Post Graduate Management Qualification

Experience

Essential

Good experience of operationally delivering services either in a health or similar environment Demonstrable evidence of working at senior management level within a healthcare or similar environment Strong understanding of the policy and operational demands in the NHS Knowledge of the NHS planning system

Desirable

A good understanding of working for, or with, mental health and community service providers.

Skills

Essential

Confident in dealing with directors, clinicians and other senior individuals both within and outside the trust Leadership Skills Ability to develop and implement strategic plans that align with the goals and objectives. Ability to establish key performance indicators (KPIs) and metrics to measure and optimise operational performance. Aptitude for identifying challenges, developing creative solutions, and making effective decisions under pressure.
