Job summary

The Peninsula Acute Provider Collaborative was established in May 2022 and is comprised of the 4 acute hospital trusts in Devon, Cornwall and the Isles of Scilly - Royal Devon University NHS Foundation Trust, Torbay and South Devon NHS Foundation Trust, University Hospitals Plymouth NHS Trust and Royal Cornwall Hospitals NHS Trust. You will be employed by Torbay and South Devon NHS Foundation Trust but work across the Peninsula Acute Provider Collaborative to transform the future of NHS healthcare provision.

We will achieve this by stabilising some of our more fragile services, working together to sustain care delivering high quality outcomes for the whole population and transforming care working as a joined-up system of services without organisational barriers. This is an ambitious and complex programme which seeks to make the best use of available resources to meet the needs of our people and communities now and in the future.

The programme team, led by the Managing Director, will work together with senior system leaders across the peninsula (including Chairs, Chief Executives, Chief Medical Officers, Directors of Strategy and clinical leaders) as well as senior colleagues at regional level, to provide leadership, insight, analysis and improvement expertise to drive the design, implementation and delivery of agreed priorities for the peninsula.

Main duties of the job

The Managing Director is a new post and will play a leading role in helping the Peninsula Acute Provider Collaborative (PAPC) to shape and transform the future of NHS healthcare provision across Devon and Cornwall and Isles of Scilly. A commitment to excellence in system thinking, cross-provider transformation, innovation and improvement and delivery of excellent health and care provision focused on reducing inequality will be required.

The post holder will work with partners to develop a clear vision for the collaborative to strengthen and enhance the effectiveness of relationships and working arrangements between the provider organisations to meet shared challenges on behalf of the Devon and Cornwall and Isles of Scilly population.

The Managing Director will operate across the Trusts to enable effective and efficient partnership working between the four provider organisations to deliver the agreed collaborative programmes of work. The postholder will lead the PAPC to deliver on its vision and successfully implement the next stage of its development.

The Managing Director will be expected to establish effective working relationships with a wide range of senior clinical and managerial staff across the Trusts.

These roles will be hosted by Torbay and South Devon NHS Foundation Trust.

Job responsibilities

Strategy and Planning

Lead the development and implementation of strategic plans for the PAPC, aligning national, regional and ICS strategic aims with the PAPC context, and facilitating engagement at all levels.

Ensure that the PAPC proactively works to improve the health of the local population by addressing health inequalities across all programmes and identifies opportunities to intervene in order to promote equity of outcomes.

Shape and lead Peninsula Acute Sustainability Programme agreed by the Collaborative to help put the peninsula acute sector onto a clinically and financially sustainable footing.

Effective alignment with the ICS and other Provider Collaboratives/ Place on system- wide enablers such as Digital, Workforce and other areas of focus.

Influence and work collaboratively as part of a wider system to create opportunities to make sustainable long-term improvements to population health, achieving the opportunities for efficiencies of working at scale across the peninsula, supporting the delivery of the Financial Recovery Plans

Create and develop opportunities to work with the PAPC to enhance their approaches and governance arrangements to take on additional ICS responsibilities as appropriate.

Model the behaviour required to develop mature ICS working.

Responsibility for engagement with senior leaders across the system to negotiate challenging issues and build consensus across the wider partnership.

Proactively identify and manage key risks and issues associated with delivery of the PAPC priorities, engaging effectively with system partners and ensuring there is a clear line of sight and robust accountability.

Create positive and respected leadership relationships that commit to delivering wide scale system change.

Ensure the ICBs work in partnership with the PAPC to set out an agreed and clear roadmap for integration to make real transformational differences for the population.

Driving Change and Outcomes

Develop and drive the delivery of key programmes of change and improvement, in partnership with clinical teams, to deliver patient benefit.

Ensure that the PAPC has the required infrastructure in place to deliver on the performance assurance and oversight function, subject to agreed funding/ staff resource.

Proactively support the working relationships between the Trusts at Chair, CEO, Executive and Professional Lead level; providing fair and transparent brokerage focused on achieving the outcomes agreed.

As a system leader, promote and facilitate improvements that have a direct impact on the population health needs of the ICSs.

Foster collaboration, leveraging the expertise of partner organisations and wider stakeholder groups.

Work with system stakeholders to ensure the PAPC priorities are reflective of system priorities and to ensure an effective contribution to system plans in collaboration with commissioners and partner providers.

Develop strong working relationships with wider system partners to develop the integration and collaboration of services.

Promote patient and public involvement in all aspects of PAPC activity and approaches.

Promote shared learning through engagement with local, regional and national colleagues as part of wider integrated care networking opportunities.

Governance

Working with Trust Boards and the ICSs establish a consistent governance framework in which all PAPC functions work together to provide an effective integrated management process through which compliance is assured.

Work closely with Provider executive teams to ensure strong performance management, smooth and prompt identification of issues and resolution/escalation to oversight board and identification of common themes or issues across PAPC operations.

Ensure that the PAPC implements and operates a robust governance structure which is designed to develop new opportunities.

Develop shared reporting and assurance to support host Trusts in delivering their roles and enabling all partners to participate in the strategic operation of the PAPC and receive appropriate assurance.

Support a strong culture of public accountability, probity, and governance, ensuring that appropriate and compliant structures, systems, and process are in place to minimise risk and promote the freedom to speak up.

Proactively manage key risks and issues associated with PAPC delivery, engaging effectively with constituent organisations.

Effectively manage resources and devolved budgets as appropriate to deliver best value and economy.

Culture

Support and promote a culture of inclusive leadership.

Be visible as a collaborative leader and role model, engaging health and care professionals across the whole system as appropriate, including providing mentoring and support to other health and care professional leaders.

Ensure health and care leaders are supported to perform their roles and given opportunities to develop.

Ensure that the talent management and development of health and care leaders is embedded at all levels of the system.

Person Specification

Knowledge, Training and Experience

Essential

Masters level qualification or equivalent experience Evidence of sustained personal and professional development Substantial executive board -level health care experience; including a minimum of 3 years at a senior level with a demonstrable track record of success in a large and complex NHS organisation Experience working in acute NHS Trusts at senior level Track record of achievement working at senior level in a complex health service environment with experience of building personal and professional credibility with Board, management and clinical teams and staff. A proven track record of driving improvements in performance and standards of care and delivering change within an organisation, including working closely with clinicians. Experience of effective partnership working with internal and external stakeholders at the most senior level and across organisational boundaries Significant experience in leading and developing strategy across multiple partners and stakeholders, achieving consensus and managing successful delivery Substantial experience of providing board level leadership within a regulatory environment and across complex systems with demonstrable impact Significant experience of provision of executive -level leadership across and within organisations Extensive understanding of the healthcare landscape and political drivers and NHS policy agenda including ongoing development of Integrated Care Systems, Integrated Care Boards, Provider Collaboratives, and place-based partnerships.
