MUST HAVES:

Description

NOTE

  • Extension/Amendment Attestation: These resources will beacquired through the IT Source Resource Pool or VOR Competitivearrangement #Tender12075 Managed Service Provider for Contingent ITResources and/or Successor VOR for services all ending April 52025. VOR #Tender12075 terminates April 5 2025 and has an option toextend for a further one year.
  • The Statementof Work (SOW) shall expire on April 4 2025. Extension(s) onlyallowed using unused days/funds left on contract. No additionalfunds will be added beyond maximum contract value. Suchextension(s) will be allowable only if the Master Service Agreementis extended beyond April 5 2025 and be upon the same termsconditions and covenants contained in the SOW.

Responsibilities:

Strategic Planning &Management:

  • Documentmanage and maintain Integrated Program management plan and schedulefor DIDP Planning and Implementation Program consisting of programobjectives strategies and priorities scope deliverables requiredresources and skill sets budgets and timing for all operationalsustainment and project components required to ensure successfulProgram delivery
  • Manage daytoday Program andproject teams for optimal returnoninvestment and coordinatecrossproject interdependencies required in support of Programdelivery
  • Establish stakeholder communicationstrategies and plans. Ensure sound stakeholder engagement andmanagement
  • Document manage and maintainintegrated Program Risks and Issues Management Plan for theProgram
  • Work with stakeholders/project teamsto conduct regular Program risks and issues analysis identifyMitigation Plans and produce regular Program risks and issuesmanagement reports
  • Develop and maintainProgram assessment protocols and key performance indicators (KPIs)for measuring delivery progress and continued improvements of theProgram
  • Provide CSIMB Director with regularprogram status updates.

Program Management andOperations:

  • Provideprogram implementation or understanding whether a program has beenimplemented as planned and to identify barriers to optimal serviceuse. Execute the operational processes intended to produce orcontribute to the desired outcomes how well the program isfunctioning and how congruous services are with the goals of theprogram
  • Ensure accountability for the programscentralized group of projects and their successful full life cycledelivery
  • Ensure programs are delivered costeffectively and efficiently and in compliance with organizationsmethodologies standards and frameworks
  • Leadand oversee program strategy development from inception through toproject closeout and any required transition to operations businessplanning benefits identification and organization funding requestsfor I&IT programs
  • Direct manage and leadmultidisciplinary project teams including multiple Project Managerseach responsible for an element of the project and associatedmatrix team members
  • Monitor and manage thecost risk schedule governance technical performance and programimpact of each of the component projects
  • Provide a program/portfolio view of projectinterdependencies and external project dependencies monitoring andreporting on exposure levels
  • Exercise a rangeof leadership responsibilities including the role of coach anddeveloper of talent
  • Develop complex budgetsbased on multiple funding channels and cross organizationdependencies
  • Analyze program and organizationsenvironments to identify potential risks and issues; articulatesand prioritizes issues and risks to senior executives; recommendsmitigation strategies to decisionmakers to ensure projects aredelivered on schedule
  • Direct stakeholderconsultation facilitation and consensus building. Provides programportfolio and/or project reporting to multiplestakeholders
  • Lead strategies and actions toovercome resistance to change and capitalize on forces in supportof change
  • Supervise the development andcommunication of program related updates including through mediarelations social media etc.

Experience and Skill SetRequirements

Public SectorExperience 5 points

  • 10years of experience working with federal/provincial/broaderpublicsector healthcare providers
  • Indepthknowledge of Public Sector Program/Project Management artifacts (orsimilar) processes and practices and ability to produce programlevel documentation that comply with industry standardpractices
  • Indepth knowledge of industrystandard such as Program and Project Management Institute (PMI) andPublic Sector I&IT project management methodologies.
  • Indepth knowledge and experience with Public SectorHealth related projects
  • Indepth knowledge andunderstanding of Ministry policy and IT project approval processesand requirements
