  About the Service

Commercial Services - Infrastructure  is responsible for the procurement and contract management of contracts across the Council. Its extensive work programme covers a diverse range of service areas including Transport, Waste, Property and Corporate Services. The team is responsible for ensuring contracts are commissioned, procured, and managed effectively.

The Strategic Contract Manager  will be expected to lead on, have oversight for and undertake contract management activity for a number of key contracts within Lincolnshire County Council as well as provide commercial advice and support on a range of other commercial projects. We have two positions available supporting contracts within the Place and Resources directorates. The role has line management responsibility of up to two Contract Officers.

Our nominal work location is the main County Council campus in the heart of Lincoln’s historic city centre, but the majority of working is likely to be home-based.

About the Team

The Contract Management Team is in a growth phase and the team is expanding its work portfolio to ensure the Council optimises existing and future contracts, such as IMT, and will develop involvement in other key contracts across the Council.

The Strategic Contract Manager will play a critical role in the strategic delivery of contracts, will work to mobilise contracts, manage the delivery and performance of contracts; carry out contract variations, manage risk within the key contracts, and be responsible for major contract transition and exit as well as developing and producing effective reporting and intelligence sharing. You will be expected to provide commercial leadership across the team and organisation and will be required to contribute to the development and implementation of contract management and commercial best practice. This will include the development and sharing of good practice, tools, templates, policies, technology etc.

About You

We are looking for an enthusiastic individual with experience of delivering contract management processes and effective relationship management on a wide variety of contracts. You will be capable of working both autonomously and as part of a team, with the ability to be calm under pressure. You will have excellent analytical skills, tenacity, and the ability to communicate effectively at all levels within the Council and externally. You will be required to manage demanding and competing priorities, and work to tight deadlines. You will be familiar with financial systems and have substantial experience of contract management and public procurement including the relevant law and commercial negotiation.
