Overall Objectives of the Post

 

The role of ASC Workforce and Development Officer will take a lead role in the development and delivery of the Adult Social Care and Commissioning Workforce and Organisational Development Strategy, influencing workforce planning, career pathways, organisational development and supporting the services cultural change and improvement journey.  The postholder will develop, co-ordinate, implement and evaluate high-quality workforce development plans and initiatives that deliver sustainable improvements in individual, team and organisational practice and performance.

 

Key Tasks of the post

 

Lead the development and delivery of the Adult Social Care & Commissioning Workforce and Organisational Development Strategies to ensure the service meets the relevant strategic objectives, the national direction of travel and has a reputation for being a good place to work with opportunities for professional and career development.

 

· Ensure the service has forward thinking Workforce and OD strategies in place which promote workforce resilience and ability to deliver on strategic objectives.

· Lead the development, implementation, and robust evaluation of targeted, innovative workforce development interventions to support cultural change and service improvement.

· Support the PSW to ensure the Let’s Talk Together approach is embedded and the quality practice standards are met across service through design, development and delivery of OD initiatives and learning and development programmes.

· Lead on review and implementation of progression framework, post qualifying study and student placements ensuring quality of experience and alignment with workforce strategy.

· Work collaboratively across service with staff and managers at all levels to identify and deliver effective workforce planning initiatives including succession planning, career pathways and retention mechanisms.

· Develop and maintain improved management and reporting systems in relation to workforce to enable effective reporting at all levels.

· Produce reports and briefings to satisfy internal and external reporting mechanisms including the identification of risks and appropriate escalation.

· Management of training budget and associated revenue streams to benefit service development.

· Lead on activities which contribute to the effective workforce planning, for example Skills for Care NMDS, National and Local Surveys & reporting and ensure findings are acted upon.

Provide high quality services and workforce development advice and guidance across service to support statutory requirements, best practice, and operational priorities.

 

· Lead the commissioning, scheduling and provider management of all learning and development needs across service.

· Lead on onboarding of staff and a robust induction

· Oversight of ASYE programme from organisational perspective including registration, funding, internal framework, and quality assurance.

· Development and oversight of OT preceptorship programme.

· Lead on the management and development of apprenticeships within service including recruitment, retention, quality assurance and governance.

· Provide high quality workforce development advice, guidance and assistance to managers to support the development of their respective workforce including professional standards, legislation and policy changes.

 

In addition the postholder will:

 

· Embed our Shared Values and Behaviour Framework, ensuring all staff embrace and demonstrate the behaviours of curiosity, accountability, responsive and empowerment.

· Support senior management, as required, through attendance at regional and national meetings and project groups.

· Deliver on the implementation of the CQC inspection requirements and provide operational leadership during CQC inspection.

· Work with our partners, both internally and externally, ensuring the service is at the forefront of best practice and identified organisational and workforce development needs are met and cultural change is embedded as required.

· Build and maintain excellent working relationships across council services and with regional and national partners to drive best practice and to ensure cultural changes are embedded.

· Provide representation at relevant local, regional and national meetings, ensuring excellent relationships are forged and maintained, influencing developments where appropriate.

· Working closely with teams and managers to understand the culture and position of our frontline services, embedding our corporate values and service behaviours in all we do.

· Ensure the service is aware of and keeps up to date with latest workforce and OD policy guidance.

· Support service and corporate developments on wellbeing, equality and diversity and ensure these are embedded and that the service operates within good practice.

· Collaborate closely with press, marketing, communication and web teams to ensure the effective consistent application of key messages and themes in accordance with our overall vision and strategic priorities.

· Horizon scan for funding opportunities which may enhance workforce and organisational development within service, but also opportunities which may have a wider impact on Adult Social Care & Commissioning.

· Undertake regular supervision and annual review for staff directly responsible for.

· Ensure that corporate sickness and leave policies are applied fully.

· Participate in the recruitment and selection of staff.

· Embed the Quality Assurance Framework.

· Responsible for the performance and oversight of the training budget.

· Respond appropriately and in a timely fashion to complaints and freedom of information enquiries.

· Ensure the learning from complaints and compliments is acted upon within the service.

· Forge strong business relationships with colleagues across ASC, the wider Council and providers to ensure effective running of the service.

· Develop strong links with other Council colleagues and key stakeholders.
