Job summary

The West Suffolk Foundation Trust, as part of the national New Hospital Programme, is planning a major rebuild of the West Suffolk Hospital.

With a current estimated capital budget of £, the Trust intends to develop a facility that, through compliance with NHPs Hospital is exemplary in its design and sustainability whilst providing wider societal and economic value.

Having acquired land, secured outline planning permission and proven the case for change, the next step is to develop the detailed designs to RIBA2 and 3 levels.

Consequently, the role holder is joining the project at a critical phase with an opportunity to inform, shape and drive the most significant investment in Suffolk healthcare infrastructure for a generation.

Leading the technical workstream, the successful candidate will be responsible for leading an established team of technical professionals in the task of translating clinical requirements into designs for state of the art, digitally empowered physical assets.

The role holder whilst leading design and planning will also play a central role in the wider project team comprising experts leading in fields of digital, workforce, engagement, clinical and operations.

Main duties of the job

The Technical Workstream Lead provides the overall technical leadership for the planning and design of the physical infrastructure that will support the associated clinical services, their pathways and their processes.

The role is responsible for leading the estates design and planning process that brings together the views of WSFTs clinical directors with those of its service uses and system wide stakeholders.

The outcome of the role is a physical design brief that complies with and informs the shape and content of the new facility in a way that drives material strides in efficiency and efficacy, whilst addressing key issues such as sustainability, affordability and repeatability.

The output has to be delivered within the challenging time, cost and quality parameters of the New Hospital Program.

Key Tasks & Responsibilities:

1. Communication:

The role holder will represent the Trust in local, regional and national fora, presenting and discussing the technical aspects of our plans for a new hospital. Groups will include; other technical experts ( architects and designers from the national new hospital programme, environmental experts, highways experts etc.), senior stakeholders from across the Trust, Integrated Care Board, NHSE England Regional Team, National Estates Team etc. The role holder will also represent the Trust / project in meetings with patients, patient groups, staff , public and planning authorities. The nature of the role will mean that the content of communications will often be highly technical and will require translation for non technical groups, necessitating a deep personal understanding. Communications will often be controversial, contended and will require significant negotiation.

2. Analytical and judgemental:

This role requires clear and decisive leadership of the Projects technical team in the construction of designs and plans that underpin the realisation of a new hospital. The process of design is highly technical requiring higher order analytical skills and the complex nature of options will require constant problem solving and the application of sound judgement. With annual budgets exceeding £10m and a capital envelope for the new build in excess of £1bn, the role holder is expected to forecast, track and analyse significant budgets comprising hundreds of line items. Similarly, the multi faceted nature of the project will mean that several sub projects will be running concurrently requiring tight programmatic analysis and control. In all cases the role holder is the accountable leader for this workstream and will be expected to autonomously make timely, well reasoned and, ultimately, sound judgements and interventions that ensure momentum is maintained.

3. Planning and organisational Skills:

The role holder will be expected to produce and maintain a detailed and dynamic project plan throughout the duration of this multi-year, highly complex project. The project plan will utilise the latest project management software and will need to be fully integrated with the plans of other workstreams, ensuring all dependencies, risks and costs are understood and fully reflected. The Technical workstream will include a series of sub-projects that define the path through which deliverables such as; planning permission, RIBA 2,3,4 designs, enabling works, Outline / Full Business cases, compliance with building safety act will be achieved. Each of these sub projects is highly complex in its own right and serve to illustrate the highly advanced planning and organisational skills required for this role. As well as planning and maintaining a dynamic project plan, the role holder will be accountable for delivering the associated outcomes, organising and leading resources across the Trust and its technical partners / stakeholders in the realisation of these highly challenging goals to time, cost and quality specifications. Essential

Chartered Construction Professional to Member standard as a minimum (Arb, CIOB, RICS, CIBSE) Educated to Masters level or equivalent level of demonstrable experience Evidence of recent continued learning and professional development Better Business Case Practitioner Qualified
