We are pleased to be recruiting a System Transformation Lead to join the South West Specialised Commissioning Transformation team and work as part of a small dynamic team of System Transformation Leads. The post is being offered on a 1wte permanent basis.

The post holder will work to the Head of Acute Transformation (Specialised Commissioning) as part of a multi-disciplinary team, supporting a programme of work around Neurosurgery, Internal/Adult Medicine and Cancer.

The post holder will have leadership and management responsibility for the following clinical networks: Spinal Cord Injury Operational Delivery Network, Radiotherapy Operational Delivery Network and the Neurosurgery Operational Delivery Network which is in the process of being established and will build on the work of the South West Neurosurgery Transformation Programme.

Main duties of the job

This is an exciting opportunity to lead transformational change, quality improvements and value by using effective and sustainable approaches to improve the quality and experience for patients across the South West. Specific workstreams include:

Neurosurgery/neurorehab: establishing a neurosurgery Operational Delivery Network to build on the work of the neurosurgery transformation programme of work which includes delivery of recovery of high impact changes addressing unwarranted variation and pathways improvements in LVHC, patient initiated follow up, day of surgery admissions, repatriation. Working with rehab- case managers to identify blockages and use QI methodology to develop solutions to address. Spinal Cord Injury (SCI) - using knowledge of clinical networks/ operational delivery networks support the development of the SCI operational delivery network and programme of work, including quality improvement (QI) projects and pathway improvements. Supporting the sub-contracting arrangements for the network including compliance for procurement of services

Job responsibilities

Main duties of the job continued.

Radiotherapy - using knowledge of clinical networks/ operational delivery networks supporting the establishment of the SCI operational delivery network and programme of work, including QI projects and pathway improvements including late effects, sterotactic ablative radiotherapy. Neuromuscular Commissioning using knowledge of networked clinical services and commissioning, lead review of neuromuscular services to determine future need, clinical and commissioning models. Surgical Intestinal Failure and Home Parenteral Nutrition work with lead provider to develop regional clinical and commissioning model

Further work to be determined although will include pathway improvements supporting reduction in RTT and waiting times, repatriation, shared decision making and clinical frailty.

The post holder (alongside the Medical Director and Head of Acute Transformation) will set strategic direction ensuring partnership working across key constituent stakeholders, to promote system and clinical ambitions, achieve the agreed annual priorities and safeguard the delivery of key work programme objectives by demonstrating measurement and oversight with clear, evidenced outcomes and benefits for patients and their care.

This role will involve complex negotiation, be required to influence leadership discussions of the networks by understanding current pan-network service provision, support the strategic development of the neurosurgery portfolio throughout the Region and build a commitment to partnership working; which will improve and align neurosurgery services, achieving sustainable, efficient and effective services which meet high-quality standards and indicators capable of meeting all NHS statutory and regulatory requirements.

As part of an integrated Commissioning Directorate which includes Health and Justice, Specialised Commissioning is responsible for both acute and mental health services from a wide range of NHS, private and third sector providers. This role specifically supports the acute portfolio, comprising over £1billion of contracts from both NHS and Independent Sector healthcare providers across a geography comprising Cornwall up to Gloucester and across to Dorset. The Acute Services Commissioning Programme is delivered by a multi-disciplinary team, including System Transformation Leads; Commissioners; Finance; Business Intelligence and Pharmacy professionals with clinical and quality support from NHS Englands Nursing and Medical directorates.

You will have experience of transformation and achieving large scale change. You will need to have a strong awareness and understanding of project and programme management and be a self-starter, who enjoys a challenge, can deal with competing deadlines and changing priorities and is able to work autonomously, as well as part of a dynamic, supportive team who are geographically dispersed across the South West.

1. Working knowledge of relevant specialised services from a commissioner or provider perspective. 2. Specialist and detailed knowledge of one or more programme of care areas (cancer, blood, internal medicine, trauma, women's & children's, neurosurgery) obtained through prior clinical practice, hands on operational management, or policy development; OR ALTERNATIVELY proven ability to quickly become a subject matter expert in one or more of these areas and engage credibly and at high intellectual level with clinical experts in this field. 3. Subject matter expertise across a number of key areas relating to QIPP delivery, quality improvement, large scale change, programme management and clinical efficiency/productivity improvements.
