Strategic Clinical Networks are the national vehicle to enable collaborative and partnership working between key stakeholders across the NHS Executive, and with colleagues across the NHS in Wales, Welsh Government, the third sector, and industry to improve the outcomes and experience for the population of Wales. Integral to this is the need for continuous improvement and transformational change across a range of our services and approaches and the role of the Strategic Clinical Network is to support this at national, regional, and local levels. This will be achieved by applying data to knowledge; knowledge to practice; and practice to data approaches supporting the development of a learning health and care system across Wales.

This role provides an exciting opportunity for a highly motivated clinical leader with a proven track record of delivery to establish and lead the National Strategic Clinical Network (NSCN) for Gastrointestinal Conditions, and work as a senior leader across the relatively newly formed NHS Executive.

The successful individual will also provide oversight and support for Liver and IBD Implementation Networks and will build key relationships with other Strategic Clinical Networks ( Cancer and Child Health), Diagnostic Board, Endoscopy Programme, Planned Care, General Surgery Leads and Strategic Programme for Primary Care (SPPC).

Main duties of the job

Provide clinical leadership, advice and support from the specific National Strategic Clinical Network, the NHS Executive leadership team and Welsh Government

Promote a clear vision for relevant clinical services in Wales, working with clinical colleagues and representative bodies to develop a clinical consensus wherever possible

Seek areas of good practice around Wales, the UK and beyond to improve services and outcomes

Contribute to and lead where appropriate, national workshops and events

Job responsibilities

Within the new NHS Wales Executive (the Executive), newly configured National Strategic Clinical Networks are a key component of the National Clinical Framework (NCF) model. National Strategic Clinical Networks perform the central role of the knowledge-to-practice element in the Learning Health and Care System laid out in the National Clinical Framework. Their position within the Executive enables them to play a role in fulfilling the expectations set out in the Executives Mandate and Remit Letter.

National Strategic Clinical Networks replace both the former national clinical networks and major conditions implementation groups that transitioned into the Executive. They also cover some areas that have never benefited from networks or implementation groups.

This model of delivery for clinical services is one of the most important facets of health service delivery and by bringing clinical communities together, it has been shown that it is possible to develop national consensus on the transformation of specific services. By working in this way, important challenges are identified, the best solutions are developed and the whole system, local and national, pulls in the same direction and shares in the benefits. This approach results in large scale, strategic changes rather than isolated reforms that fail to spread and lead to ever greater unwarranted variation in care.

National Clinical Leads will need to be credible, leading a complex range of issues across professions. They do not need to be subject matter experts but will need to demonstrate they have experience of leading system and organisational/service change. Working in close partnership with a managerial lead they will need to communicate clearly and effectively with a diverse range of stakeholders ranging from very senior government officials, NHS Wales leadership community, NHS staff and wider stakeholders including third sector organisations.

Qualifications and Knowledge

Essential

Full appropriate professional registration. An in-depth knowledge and understanding of appropriate national guidance and best practice. Good understanding of the principles of clinical governance. High level of understanding of Value Based Health/Prudent Healthcare principles.

Desirable

Post graduate qualification in medical/clinical education.

Experience

Essential

Currently working as a senior clinician in a discipline relevant to the scope of the network. Demonstrable experience of leading a service and effecting change. Ability to chair high level, multi-professional meetings.

Desirable

Leading and delivering significant clinical changes. Working with key stakeholders , NHS Wales, Welsh Government. Presenting at national and international conferences. Research experience. Experience as a clinical tutor or lecturer at post-graduate level.
