This is a key, high profile position, responsible for championing and driving forward Health, Safety and statutory estates compliance within the College, to meet changing legislative requirements and to ensure a safe and sustainable environment for staff and students.  You must have substantial experience of working in a Health, Safety and compliance role within a medium to large organisation. You will be able to work at a strategic as well as operational level and must have up to date knowledge and skills in Health & Safety legislation, training, new developments, risk assessment and control.  You must also be a strong written and verbal communicator and keen investigator.

Main Duties and Responsibilities

 

  1. To be professionally responsible for leading Health & Safety and statutory estates compliance across the College provision.
  2. To manage the Health & Safety department and manage the College first aid provision and fire marshal teams.
  3. To operate within annual Health, Safety and Environment department budgets and assist in preparing the Health, Safety and Environment business plan and other financial budgets/reports.
  4. To liaise with the greater Estates Team in respect of all matters of estates compliance both statutory and best practice.
  5. To lead and deliver the Health & Safety agenda. To provide an effective and efficient service to all College users and to positively influence Health & Safety and statutory compliance across the whole College provision and estate.
  6. To formulate, implement and monitor the corporate health, safety and environmental strategy and to promote and contribute to a safe and sustainable working environment within all areas of the College.
  7. To advise the corporation on all matters relating to Health & Safety and statutory estates compliance.
  8. To lead on internal and external audits, ensuring that all recorded actions are completed and recorded for each area.
  9. In conjunction with the Deputy Manager of Facilities and Estates coordinate emergency procedures such as emergency evacuations and drills.
  10. Provide advice, support and training to advise others on risk assessments. Maintain and monitor the central database of risk assessments/records and ensure as far as is reasonably practicable College compliance to risk assess.
  11. Work with line managers to improve safety performance; and where appropriate assist in developing and implementing new safety practices and procedures.
  12. To provide reports and information relating to Health & Safety for the Executive and Governors and to attend Health and Safety Committee meetings.
  13. Work with fellow members of the Estates Team to promote and maintain a sustainable built and non-built environment for the College.
  14. To provide Health & Safety training for all staff within the College.
  15. To oversee and administer the various health and safety systems and processes, including but not limited to Occupational Health and Environmental monitoring, Personal Emergency Evacuation Plans (PEEPS) and the student trips/visits system (Evolve).
  16. Undertake continuous professional development as necessary to keep up to date with initiatives and practice and complete mandatory training.
  17. To positively contribute to a safe learning and work environment ensuring compliance with Health and Safety and Safeguarding policies and procedures.
  18. All staff have a contribution to make to the way of which we engage with prospective and existing students, which is implicit in our vision, missions and goals and which places students at the centre of what we do. Therefore, all staff are expected to contribute to support colleagues who may have more day to day contact with learners. These include supporting key processes which enhance students’ experience e.g. attendance at promotion activities and open events, supporting student admissions, enrolment, induction, invigilation and graduation events. These activities are not exhaustive and may vary from time to time.
