Job summary

The CNWL Quality Assurance & Involvement Team is recruiting to this exciting opportunity based at Trust HQ. We are seeking an individual who cares about quality, with experience of governance and inspections to undertake this vital role. The post holder will support services in their achievement and maintenance of high quality across the Trust. The person will need a highly organised approach, managing complex information and communicating it clearly to a range of audiences; while taking a diplomatic and sensitive approach. This is an excellent opportunity to work with colleagues across the organisation and also have significant exposure to a wide range of external stakeholders including commissioners and regulators. They will be a key point of contact for the Care Quality Commission and will maintain monitoring systems to support assurance and inspections, plus supporting other quality workstreams and processes including the Trust's Quality Account.

Main duties of the job

The overall purpose of the Quality Assurance manager is to support the achievement and maintenance of high quality services across the Trust. This includes:

Implementation and maintenance of quality monitoring systems to record Trust compliance with regulatory standard Lead coordinator for inspections, steering Trust resources to ensure well-managed, confident inspection management Providing advice and assurance on the quality of services for the AD Quality Assurance & Involvement, Quality Committee, Operations Board, including Board meetings, including any future configurations of the Board in Common and Strategic Quality Committees. Manage the delivery of the Trust's annual Quality Account and the Trust's annual report. To lead and project manage Quality Initiatives as required. Working with the Clinical Effectiveness Manager to support his line management of the Quality Team Business Administrator for CQC workstreams and associated administration.

Job responsibilities

Job Purpose:

The overall purpose of the Quality Assurance manager is to support the achievement and maintenance of high quality services across the Trust. This includes:

Implementation and maintenance of quality monitoring systems to record Trust compliance with regulatory standards Lead manager for inspections, coordinating Trust resources to ensure well-managed, confident inspection management Providing advice and assurance on the quality of services for the AD Quality Assurance & Involvement, Trust Executive and Non-Executive meetings, including Board meetings Manage the delivery of the Trusts annual Quality Account for NHS Improvement and Parliamentary presentation and the Trusts annual report. To lead and project manage Quality Initiatives as required. Working with the Clinical Effectiveness Manager to support his line management of the Quality Team Business Administrator

The post holder will be responsible for producing a range of reports and data on the quality of services, areas of good or best practice and evidence on the level of compliance or non-compliance with required standards and targets. The role requires a highly organised approach, managing complex information and communicating it clearly to a range of audiences. The post holder also requires a diplomatic and sensitive approach, understanding how operational services work and supporting them to give of their best.

Key areas of responsibility

Quality assurance:

Manage the writing and presentation of quality and performance reports to a broad range of audiences; including the Trust Board of Directors, Quality Committee, Executive Board, Operations Board and Council of Governors Analytics and intelligence: To interpret, analyse and easily present and explain both qualitative and quantitative data to a variety of audiences as well as provide associated actions or exceptions To review and triangulate data and quality indicators and advise where key quality improvement initiatives should focus for maximum impact to drive up quality within the context of constrained resources To capture and review of feedback on the Trusts Quality Priorities and Quality Account Support the development of the next tranche of Quality Priorities (from April 2023) Hold expertise on managing CQC inspections, including information flows, internal briefing To ensure that complex data is presented in an accessible way, appropriate for the audience Prepare the collation, interpretation and reporting of quality assurance data, working closely with operational leads and the Information Department To work closely with the Mental Health Law team in compiling relevant information for reporting Develop early warning system re quality to monitor Collation of data for and analysis of the Trust Quality Dashboard

Care Quality Commission (CQC)

Manage the Trusts Care Quality Commission (CQC) compliance management system, including following up on the Trusts Must and Should Do tasks arising from inspections Preparation and support of the Trusts CQC Compliance Meetings To scrutinise Divisional quality and compliance data to identify gaps and ensure appropriate awareness, management and action is taken to improve systems or practice Work with Divisional Governance Teams in their oversight of Divisional compliance with CQC requirements, assurance and reassurance regarding addressing CQC points for improvement Lead on monthly reporting to the Quality Committee and Executive Board on CQC Compliance Lead on preparation for the Trusts Monthly and Quarterly Engagement meetings with the CQC Preparation of weekly email updates to Executives on regulatory matters Maintenance of the Quality Assurance section of the Trusts intranet site (Trustnet) To take responsibility for the enquiry tracker and ensure that issues/questions are responded to in a timely and accurate way and support the collation of the CQC information requests and responses Support preparation for Trust inspections including upcoming internal Well-Led review

CNWLs Quality Priorities and Quality Account:

Lead the production of CNWLs annual Quality Account, including synthesising information from various data sources and presenting complex quality data (including quantitative and qualitative data) in a consistent and easily understood voice for both public and internal understanding. To work with leads from across the organisation on the submission of required information for the quarterly Quality Reports and annual Quality Account. To support Divisions in the delivery of the Quality Priorities throughout the year. To engage with internal and external colleagues and organisations to ensure involvement and consultation in the development of the next years Quality Account and progress on the Quality Priorities. This will include Operations Board, patient and carer groups, the Council of Governors, Healthwatch, local Overview and Scrutiny Committees and Clinical Commissioning Groups. Collate feedback and advise on common themes from consultation on the Quality Account Report and required changes to the Quality Account Lead on creating the Quality Priorities/Quality Account consultation materials and presentations for internal and external committees/groups, including Quality Committee

Planning, Project and Systems Management:

Contribute to the collection of quality data from all parts of the organisation for assurance reporting as required by the Quality Committee and Executive Board Project manage the design and successful execution of the Quality Account project timeline, in order to meet internal and external deadlines Project manage the design and successful execution of the Quality Priority and Quality Account Involvement and Consultation Plan To work closely with Divisions and Executives in responding to CQC inspections or information requests

Policy/Service/System Development:

Horizon scan and advise on CQC regulatory changes, including current changes to inspection framework To participate in and advise on the development of good practice guidelines, policies and procedures To assist in the implementation of recommendations for action arising from a range of internal and external sources including surveys, clinical audits, national reviews and studies, as part of continuing processes to improve the quality of clinical services To be responsible for the preparation of reports, papers, information and other documentary evidence for internal quality assurance and external assessments such as reviews and inspections by the CQC and HMIP Work with Quality colleagues and Divisional Governance Leads on the design, consultation and implementation of new internal governance/quality monitoring systems as required supporting the Trusts on-going compliance with regulatory reporting requirements

Training and Development:

Develop and run on-going training, briefings, and roadshows, as required, for staff at all levels; in the understanding and application of the CQCs regulations, the detail of the Trust compliance management system, preparing for an inspection and Trusts Quality Account and priorities Attend national training and conference events to develop, maintain and update knowledge and expertise, for example, in terms of quality improvement methodology, stakeholder consultation, CQC regulatory requirements and learning from other organisations through networking, continuous horizon scanning and feeding back to the Quality Directorate Person Specification

EDUCATION AND QUALIFICATIONS

Essential

Degree or equivalent professional qualification or commensurate experience Evidence of ongoing continuous professional development Governance and Quality knowledge acquired through training and experience

Desirable

Management qualification ( Certificate or Diploma in Management Studies), Project Management / Change Management qualification Qualification in Governance Higher degree or other postgraduate study Quality Improvement training or qualification

PREVIOUS EXPERIENCE Paid/unpaid relevant to the job

Essential

Candidates should possess ? Demonstrable experience as a senior clinician or ? Substantial previous experience in governance and quality Experience of designing, implementing and managing quality monitoring and reporting systems Experience of a CQC (or other) comprehensive inspection. Experience of a core role in a CQC (or other) inspection or incident hub Experience and understanding of the CQC's regulatory standards and methods of assessment Experience of designing and project managing consultation and involvement plans Experience of presenting to internal and external stakeholders of all levels, as well as training and development experience (including use of MS PowerPoint) Experience of change management and putting ideas into practice. Experience of delivering to tight deadlines. Experience of analysing, interpreting and presenting data.

Desirable

Experience of working with organisations to design and implement quality improvement systems. Experience of MS Project or other systematised approach to project planning Clinical experience. Experience in Quality Improvement initiatives or projects
