Job summary

We are looking to recruit adynamic, motivated Compliance Lead to support the Partners and PracticeManagers across the Breckland Alliance Primary Care Network, working inpractices at both Thetford and Watton.

The Compliance Lead isresponsible for the identification and raising of issues with legality, ethicsand best practice relating to primary care, producing plans and ensuringidentified issues are resolved as fast as practicable.

When there is a breach theCompliance Lead will use their professional expertise to find ways to rectifythe breach and ensuring learning is taken.

Main duties of the job

Ensure compliance across the BApractices with all regulatory bodies including but not limited to CQC, NHSE,H&SE, ICO

Coordination, review, andassurance of timely update to existing policies and procedures, and thecreation and implementation of newly required policies

Manage the ongoing review ofmaterials and BA communication tools to ensure practices and departments meetall compliance requirements

Adherence to regulatoryreporting guidelines and filing deadlines. This will include but is not limitedto National Workforce Reporting, Information Governance Toolkit, NHSEComplaints reporting, Information Governance Toolkit, compliance reporting andPractice declarations

Develop and oversee controlsystems to prevent or deal with violations of legal guidelines and internalpolicies by completing regular audit an promoting the regular use of auditwithin each department

Revise procedures and reportsetc. periodically to identify hidden risks or non-conformity issues

Collaboration at PracticeManagement and Partnership Level to monitor enforcement of Standards andregulations

Assess future BA and Practiceventures to identify possible compliance risks

About us

The Breckland Alliance PrimaryCare Network comprises School Lane Surgery and Grove Surgery, both in Thetford,and Watton Medical Practice. The Alliance was formed in 2019, working togetherto deliver high quality, sustainable primary health care to the population ofThetford and the surrounding area and currently serves a total practice patientlist of approximately 45,000.

We have recently expandedthe role of our Alliance and own a provider company which focuses on clinicalresearch and the delivery of non-primary care NHS services. Additionally, weshare a number of staff and processes across our Alliance.

Job responsibilities

Over and above the main duties of the role, the post-holder will also:

Review the work of colleagues when necessary to identify complianceissues and provide advice or training

Prepare regular reports to Senior Management and external regulatorybodies as appropriate

Ensure pre-employment checks and documentation has been completed andthat induction of all new staff is to an agreed standard across the BA

Management and overview of the complaints system and reporting,ensuring learning is shared

Management, overview and audit of significant events, ensuringlearning is shared. Acting as an advisor and sitting on the review panel todetermine the root cause of significant events

CQC Lead for the BA Practices Providing assurance of compliance ateach practice with KLOEs through audit and testing of practice procedures andstandards. Advising and supporting each practice prior to and during CQCinspections and providing when requested key governance and complianceinformation as proof of compliance with CQC. Ensuring practices areappropriately registered and that all paperwork is completed appropriately fornew starters, leavers and change in registered managers or regulated activities

Ensure compliance across the BA with Information Governance and GDPRstandards. Providing assurance to Practice Managers and Partners of compliancewith record security, audits completion, practice record maintenance andstorage and the reporting to the ICO and DPO as necessary

Providing succinct compliance and learning updates for addition to theBA / Practice Newsletters

Ensure compliance across the BA with training and development,including all mandatory training, induction process, development, and appraisalreviews. Provide guidance to managers re. best practice and appropriatetraining courses for clinical and administrative staff to promote developmentas agreed in appraisals or as requested by management

Overview of practice premises and equipment ensuring each practiceadheres to safety standards and remain compliant with PAT testing,Calibrations, Insurance requirements, Electrical Safety and H&SE standards

Provide assurance to Practice Managers that new staff inductions andpre-employment organisation and documentation checks are completed by assessingand auditing practice procedures and providing support where necessary

Maintaining the BA DBS register ensuring all staff have an appropriateDBS check and that routine re checks are carried out as per BA policy
