An exciting opportunity for a Construction CRE / Contractors Responsible Engineer to join the established and growing AmcoGiffen rail business in the Wales region, primarily dedicated to projects in the CP7 civils and structures framework.

Business Unit

Having secured a number of projects and long term Frameworks with key clients, AmcoGiffen are further expanding our technical capability within the rail industry. AmcoGiffen has a vacancy for the role of Construction CRE (Contractors Responsible Engineer), with regional responsibility as for our portfolio of rail civil engineering projects throughout the Wales region.

A busy and fast paced business unit involved in a range of civil engineering works in a variety of sectors to include rail (bridges, embankments, stations, platforms, tunnels etc.), Environment Agency, Local Authority etc. The business unit are involved in multi-disciplinary civils projects across the Wales region, whether one off tendered projects or projects within our long term framework / contract agreements with key clients including both Asset Management and Infrastructure Projects.

Existing contracts include CP6 infrastructure projects, minor works and Environment Agency frameworks with works typically including bridge re-construction/replacement, upgrades and refurbishments, station work (platforms, access for all etc.), structures including bridges, tunnels, footbridges, flood repair and alleviation to name just a few examples.

The Role

As Construction CRE (Contractors Responsible Engineer) you will dedicated to the CP7 Wales, Civils Framework. This Design & Construct contract involves renewals of civils assets including underbridge or overbridge deck replacement, steel structure refurbishment and strengthening, scour prevention and tunnel refurbishment, throughout NR Wales & Border Route.

The role will act as Contractor's Responsible Engineer Civils Construction through the investigation and design development phase and then through implementation, commissioning and hand-back.

The key responsibilities of the roles will be to provide buildability advice during the design phase, to manage the Permanent Works and associated Temporary Works designs (including acting as Temporary Works Co-ordinator) and then during the implementation stage to ensure the works are carried out in accordance with the accepted designs and the agreed specification / level of quality. The CREs will then assist the CEM in completing H&S File documentation to ensure a smooth handback.


  • Undertake Contractors Responsible Engineer duties
  • Ensure the assurance process is followed.
  • Oversee design progress against schedule and budget.
  • Implement corrective measures for identified distractions or issues.
  • Review, negotiate and recommend for approval/disapproval on design change orders.
  • Coordinate and monitor status of design incentive/disincentive programs complying with provisions of design subcontract.
  • Perform constructive reviews IDC /IDR conforming design to prime contract requirements and proposal commitments.
  • Coordinate and control design submittals for owner’s review and approval.
  • Facilitate resolving design issues with owner.
  • The identification of changes in the scope of work and ensuring that change orders are current and adequate.
  • Prepare early warning and change instruction documentation.
  • Identification of risk and opportunity in the design and the design/construct interface
  • Assess the standard of all proposed installation work associated within the project, undertaking inspections and preparing full reports.
  • Input and coordinate review of constructability, value engineering and contractor preferences throughout project lifecycle.
  • Review temporary works and assist the designer in controlling the temporary works requirements
  • Promote a continuous improvement culture and the use of best practice
  • Support and coordinate hand back process for project close out.
  • Evaluate construction methods and determine cost effectiveness
  • Study job specifications to determine appropriate construction methods.
  • Evaluate development opportunities, constraints and potential solutions.
  • Facilitate the agreement of a detailed design.
  • Work with the Design Team manage the flow of design documents.
  • Work with the Commercial Team, negotiate revisions and changes and additions to contractual agreements.
  • Implement and maintain quality systems
  • Regular reporting to the Contractors Engineering Manager

Requirements

To excel in this role, you will have previous experience as a Construction CRE Civils (Contractors Responsible Engineer) in a similar rail contractor organisation. Other essential criteria is as follows:

  • Considerable experience in the rail sector as a Construction CRE.
  • An in-depth understanding rail and civil engineering principles.
  • A clear understanding of rail and civil engineering construction methods and how they should be implemented.
  • Working knowledge and understanding of Network Rail’s GRIP process.

Academic Qualifications

  • Minimum BEng Degree level of education, or equivalent.

Professional Qualifications

  • Chartered Member of a relevant Professional Body - desirable. (e.g. ICE)
  • CSCS Professionally Qualified Person, or similar.
