Job Title: Centre Manager Department: Commercial Property Management Location: Burns Mall, Kilmarnock Working Hours: Fixed term contract, 20 hours per week Purpose of the posiiton: Reporting to the Property Manager for the Centre, to develop and lead the operational success of Burns Mall, Kilmarnock. To lead the commercial profitability and performance of the centre and ensure, via effective management of the site and operational team, that the centre reflects the best standards of customer satisfaction, compliance and operational efficiency. To enhance this over time by increasing income and footfall through exploitation of appropriate marketing and PR opportunities whilst still ensuring that excellent levels of customer satisfaction are maintained. To oversee landlord redevelopment works which may arise. Staff: Subject to the specific direction of the Property Manager, the recruitment, appointment, supervision and direction of directly employed on-site staff and third party on-site staff (contractors) to ensure compliance with service standards and statutory requirements. Financial Controls:  Preparation, administration and reconciliation of service charge and other budgets required to manage, maintain and promote the centre cost-effectively and efficiently, having regard to plant and other maintenance programmes and the appropriateness and adequacy of services. Checking, approving and coding all suppliers’ and contractors’ invoices in accordance with agreed budgets. Landlord & Tenant: Maintain regular contact with Tenants’ Managers and representatives to ensure the proper flow of information necessary to manage and promote the centre. Respond to tenant complaints and other issues relating to the management of the property, seeking advice from and keeping the Property Manager informed as necessary. Promote a good working relationship between centre management and the tenants of the property. Advise the Property Manager of all matters affecting the tenants’ business and compliance with lease agreements. Support the Asset Management strategy by assisting in leasing and other tenant negotiations where required. Promotion & Marketing: In conjunction with in-house marketing support: Obtaining all necessary demographic and other background information required to produce a fully costed marketing plan for the property. Liaising with consultants, local press and others to ensure positive publicity and to provide a considered response to enquiries regarding events and activities affecting the centre. Promoting the property in accordance with the approved Marketing Plan and pursuing all revenue income generating opportunities. Develop and maintain a working relationship with the local authority and other local bodies and organisations in order to progress and promote issues to the benefit of the property and its tenants. Health & Safety: In conjunction with the on-site Operations Manager; Being familiar with and ensuring compliance with current Health and Safety, Fire and Welfare Policies relating to the management and maintenance of the centre. Ensuring that all works undertaken by directly employed site staff, contractors and others are carried out in accordance with risk and other assessments and approved working methods designed to minimise risk to the health and safety of individuals. Supervise arrangements for the regular training of employees and centre based contract staff in fire and other health and safety procedures. Ensure that all necessary records, including health and safety risk assessments, accident records and other documentation required by health and safety regulations, are maintained and reviewed regularly. Immediately report all incidents and accidents occurring at the property to the Property Manager, and where appropriate the Health and Safety Executive, all in accordance with health and safety regulations. Co-operate and support any investigation or enquiry into health and safety matters affecting the centre. Contractors: Working with the on-site Operations Manager, Property Manager and LSH Facilities Managers, obtain estimates and appoint contractors and suppliers in connection with the provision of services to the centre. Ensure efficient direction and supervision of approved contractors in the carrying out of works in compliance with agreed specifications and statutory regulations. Carry out regular tendering of contracted services to ensure value for money and maintenance of standards, and ensure compliance with working procedures in relation to the ordering of works and supplies. Fabric Maintenance: In conjunction with the on-site Operations Manager; Arrange the cleaning, maintenance, repair and redecoration of all structures, finishes, plant and facilities in accordance with approved planned preventative maintenance programmes and approved budgets. Advise the Property Manager of the need for repairs and other works not budgeted for or planned. Security: Regularly review and implement all specified procedures relating to the security of the centre, the tenants and visitors, including fire and bomb evacuation procedures. Ensure full and regular training of all security personnel in on-site procedures including dealing with fire, police and other authorities in the event of emergencies. Ensure the common parts of the property, including malls, walkways, service areas and corridors are regularly patrolled and carefully supervised. Insurance: Comply with insurance requirements in relation to risk control and improvement, and the notification and processing of claims. Advise the Property Manager and the Insurers of any material damage or other matter likely to affect the insurance of the property against fire and other losses. Corporate Responsibility: Adopt and promote the client and company policy within the area of Corporate and Social responsibility to ensure an integrated way of working, driving this ethos through the onsite teams and day to day operations in order to create and maintain this culture. General: Comply with the direction of the Property Manager in dealing with general office management responsibilities, communication and reporting procedures. Advise on and seek approval to improvement initiatives for the management of the centre. Undertake all other reasonable requests and duties necessary to ensure compliance with the Principal Objective.
