The post will be funded through the Adult Support and Protection Committee and HR Workforce Development.

We have a well-established team which is responsible for supporting the development of the social work and social care workforce. The team design, deliver and procure a wide range of high-quality learning and organisational development interventions to ensure all statutory registration and qualifications, mandatory training (including child and adult protection), practice learning, student placement coordination, corporate parenting learning and any service specific or local requirements are in place to support over 3000 staff.

An exciting opportunity has arisen to work within Fife Council’s HR Workforce Development Team to support the both the single agency and multi - agency Adult Protection agenda.

Your role is to co-ordinate, design, deliver and procure the learning and development programme for a dedicated group within Fife Council’s social work and social care workforce and for multi-agency partners via the Health & Social Care Partnership’s Adult Support and Protection Committee.

You will develop and implement a strategic framework for delivery of Adult Support and Protection Learning and Development activities within the single social work sphere and the Adult Support and Protection Committee (ASPC) multi-agency partnership. You will consult with key partners and support critical aspects of quality assurance and improvement activities.

You will draw on research and best practice guidance across local and national bodies. You will be responsible for designing strategies and mechanisms that enable us to measure the impact of ASPC training and development actions against the legal duties and requirements.

This will involve Working with Leads within the Partnership (Police, Social Work Education, other relevant Local Authority Directorates, Health and the Voluntary Sector) 

You will liaise closely with the Lead Officer for the Adult Support and Protection Committee and who is accountable to the Social Work Service Manager and the ASPC. 

This post will support engagement in learning stemming from the legislative and policy drivers for adult protection on both a national and local basis. In this context, you will work with colleagues within the Workforce Development Team who attend to additional aspects learning activity, enhancing the capacity to share expertise and different professional perspectives and allowing for links with relevant established resources.

The post is based within the HR Workforce Strategy & Organisational Development Team and as WDLO, you will work closely with the Corporate OD Team to also support the Council-wide initiatives described within our OD Roadmap, related to Performance, Leadership, Culture and Behaviours.

You will contribute to an annual Workforce Development Action Plan which sets out the L&D programme for the year ahead, and co-ordinate the budget assigned to your area of work. You will work with all stakeholders to continue to innovate, improve and horizon scan to provide high-quality service outcomes. This includes working to support and drive the wider organisational development agenda across the Council.

The Person

Educated to social work degree level, you will have substantial experience of working within Adult services and some experience of contributing to workforce learning & organisational development. You will have effective communication skills, display strong organisational and time management skills and the ability to influence and challenge. The capacity to use these skills to work collaboratively and create strong relationships at all levels is essential.

You will have experience of working on your own initiative and as part of a wider team, which is focussed on delivering outcomes. With a commitment to self-development and a focus on emerging trends, you will be a self-starter who is passionate about making a difference. 

The post requires an ability to work in complex and, at times, challenging systems. You will be comfortable with connecting across agencies, directorates, services and hierarchies to ensure a collective response to the range of issues faced in social work and social care. 

It is essential that you have a qualification that would allow registration with the SSSC and have experience of working in social work or social care. 

You will have effective communication skills, display strong organisational and time management skills and the ability to influence and challenge. The capacity to use these skills to work collaboratively and create strong relationships at all levels is essential.
