Medical Examiner Officer (MEO), Band 5

We are looking for an enthusiastic and highly motivated medical examiner officer to join our busy team. The successful candidate would be joining an existing close and friendly team of MEOs who work collaboratively and have a strong 'can do' attitude.

Medical Examiner Officers (MEO) are the backbone of the service. They provide the continuity and oversight that the service requires and support the Medical Examiners (ME) in the scrutiny process by managing cases from initial notification through to completion.

Main duties of the job

The MEO role incorporates administrative skills, excellent communication skills and liaison under delegated authority from the ME with clinical teams and bereaved families

The successful candidate would require excellent communication and interpersonal skills, while displaying diplomacy, due to the sensitive nature of the be a point of contact and source of advice for relatives of deceased patients, healthcare professionals and coroner and registration services.

The medical examiner service scrutinise deaths occurring within Bart's Health NHS Trust hospital sites and deaths within the boroughs of City of London, Tower Hamlets, Newham, and Waltham Forest.

Job responsibilities

In April 2024, theGovernment confirmed the statutory medical examiner system, work is taking place for the full introduction of the statutory system from September 2024.

Once fully in place every non-coronial death in England and Wales will be independently scrutinised by a medical examiner.

Independent proportionate scrutiny identifies how the patient died - ensuring accuracy of the Medical Certificate of Cause of Death, whether the clinical team or next of kin had any concerns about care, and whether the case needs notification to HM Coroner, or any other form of escalation.

If the successful candidate has not been formally trained by the the Royal College of Pathologists there is the expectation to self-fund this within 6 months (dependent on course availability)

The MEO role requires onsite working. The team offices are based in two hospitals within Barts Health NHS Trust, there is an expectation of cross-site working.

The usual hours for this role are 08:00 -16:00 (Monday to Friday)

The role also requires a commitment to out of hours MEO bank rota (currently 08:00 11:00 weekends and bank holidays).

Qualifications and training

Essential

Educated to Bachelor's degree level or equivalent working knowledge in related field; or evidence of study/equivalent practical experience at an advanced level; this might include nursing and/or other clinical experience. Completed e-LfH MEO core training modules prior to starting in post.

Desirable

Formal MEO training provided by the Royal College of Pathologists

To have qualifications/skills in day-to-day operational/process management of a customer-facing service where users may have unpredictable and emotionally charged The ability to work in a highly pressurised, unpredictable environment where bereavement care is central to the service delivery. Experience of working in a healthcare or related setting with multi-disciplinary teams and of working across organisational boundaries

Desirable

Aware of the National Quality Board Learning from deaths framework and Structured Judgement Review methodology.

Knowledge and skills

Essential

Understand medical terminology that enables informed discussions about causes/circumstances of death with bereaved families, clinicians, coroner, and registration service staff. Knowledge of the requirements of the various faith groups with an awareness of equality and diversity surrounding death certification & arrangements to enable respectful compliance with tight and specific timescales and procedures. Highly evolved empathetic and self-awareness skills to deal with bereaved families who may have barriers to understanding. Excellent communication and interpersonal skills with the ability to engage at all levels including senior clinicians/coroners about sensitive issues. Ability to work effectively and credibly with multidisciplinary teams. Ability to organise work around changeable competing demands and fluctuating workloads. Demonstrable ability to work to deadlines and achieve agreed objectives. Computer literate to use multiple IT software for recording personal identifiable data and producing statistical information for the National Medical Examiner's office and Public Health surveillance. To include Access, Word, Excel, O365

Desirable

Knowledge of Coroners and Justice Act 2009 reference to the Medical Examiner system. Full understanding of the Medical Examiner system operational remits Knowledge of the statutory process around death certification legal frameworks and how the medical examiner system aligns with other related organisations and NHS initiatives.
