Job summary
Buckinghamshire,Oxfordshire, and Berkshire West Integrated Care Board (BOB ICB) is seeking toappoint a Head of POD/Primary Care Finance Business Partnering.
You will need to be a CCAB qualified accountant with considerable postqualification experience at a senior level with extensive knowledge of the NHSfinancial regime and experience of Delegated Primary Care functions, assessingvalue for money opportunities and evaluating transformation projects.
Main duties of the job
You will be responsible for providing the ICB with a professional financial management service ensuring that financial information is produced and reported in accordance with the ICB requirements for both planning and performance management purposes. You will also ensure that budgets are set in accordance with the ICB requirements, and that all decisions on changes to service provision within the ICB are made in the full knowledge of both the long and short term financial consequences.

Job responsibilities
Thepostholder will be responsible for providing the ICB with a professionalfinancial management service ensuring that financial information is producedand reported in accordance with the ICB requirements for both planning andperformance management purposes.
Thepostholder will be responsible for ensuring that budgets are set in accordancewith the ICB requirements. They will ensure that all decisions on changes toservice provision within the ICB are made in the full knowledge of both thelong and short term financial consequences.
The postholderwill be responsible for the ICB Delegated Primary Care & POD team.Providing overall professional leadership and management to all aspects ofPrimary Medical Care and the delegated POD allocations.
The post holder is responsible for the management and co-ordination ofthe Delegated Primary Care & POD team resources to produce accurate,complete and timely periodic internal and external financial reports andmonitoring returns. The post holder is responsible for the presentation of thisinformation and the provision of effective and pertinent analysis of thefinancial reports to support the senior finance team in effectively identifyingand managing risk and delivering financial performance objectives.
As a direct reportto the Associate Director of management accounts and business partnering thepost holder will be required to arrange and control their own workload as wellas the staff within the department and is expected to operate with a highdegree of autonomy and demonstrate senior professional experience and standards.

Excellent inter-personal skills for delivering results through managing through others and using a range of levers in the absence of direct line management responsibility. Ability to represent the Trust confidently at external meetings as well as representing Finance at internal meetings. Advanced IT software analysis skills using Excel & databases. To include ability to quickly analyse data using pivot tables and interact with databases to pull out key data. Excellent customer service skills. Responsive, informative and operates with integrity and openness.
Qualifications
Essential
CCAB qualified accountant with considerable post qualification experience at a senior level. Significant post qualification experience in a financial management role at a senior management level. (3 years or more)

Extensive knowledge of NHS financial regime, acquired through equivalent experience or training. Experience of national tariffs, assessing value for money opportunities and evaluating transformation projects.
