JobSummary:
The HR Officermust be experienced in managing HR Casework and be able to hit theground running with a varied caseload which may include sicknessgrievances and disciplinaries. They will be required to advise onSomerset Council policies alongside protected arrangements underTUPE Regulations. The Officer will provide advisory support toManagers and will also be required to engage with employees andTrade Unions.
KeyDuties/Accountabilities(Sample):
1.Provideprofessional advice guidance and support to managers headteachersand governors across the Council on a wide range of employment andrelated issues.
2.Deliver optionsprogress and solutions on a range of casework including (but notexhaustive) recruitment performance investigations disciplinarygrievances and interpretation of terms and conditions ofservice.
3.Work closelywith managers headteachers and governors on resolving key businessand people led problems and issues by putting forward andconsidering a range of innovative solutions which meet businessrequirements whilst complying with policy employment law andstatutory regulations.
4.Support andguide service managers in dealing with investigations anddisciplinary and other conduct matters to support and protect theinterests of the business and to ensure due process andfairness.
5.Support SeniorHR Advisors and other managers in conducting employee relationsconsultations and collective bargaining with employees and tradeunion/professional bodyrepresentatives.

7.Challengeexisting practices and thinking and influence local servicemanagers on matters concerning people management whilst recognisingthe requirements of corporate policy and practice and the Council snew operating model.
8.Undertake HR andOD policy and project work as and when required in conjunction withothers from both within the HR and OD service and services acrossthe Council. Ensure that policies are updated in line withlegislation changes and best practice.
9.Contribute toservice led projects and business initiatives from a peoplemanagement perspective. May lead employment based workstreams.
10.Support andguide managers in their effective deployment of people includingpeople management best practice and to support managers generallyin their managerial and businessresponsibilities.
11.Challengediscriminatory actions and behaviours and take appropriate actionto ensure compliance with the Council s equality and diversitystandards.
12.Actively supportand generate succession opportunities and talent development atlocal service level including the provision of coaching andmentoring support.
13.Understanduphold and promote the aims of the council s equality diversity andinclusion policies; health safety and wellbeing of self and others;and Organisational values in everything you do. Equality andDiversity practice covers both interaction with staff service usersand communities and includes challenging discrimination andpromoting equality of opportunity forall.
EssentialExperienceRequired:
Sustainedexperience in an Employee Relations operational HR role within alarge organisation with a diverseworkforce.
Provenexperience in managing and advising on complex cases including butnot exclusive to sickness disciplinary grievance and equalitiesissues. And supporting at Hearings and Appeals asrequired.
Indepthknowledge of relevant legislation and recognised best HRpractice.
Be able toeffectively communicate on complex issues at all levels in anappropriate and concise manner both orally and in writing. Relevantdegree/ professional qualification orexperience
Self motivationbe self reliant and able to work both autonomously and as part of ateam.
