Role Summary:

The Low Carbon Contracts Company (LCCC) is a private limited company wholly owned by the Secretary of State for Energy Security and Net Zero (ESNZ) and established to play a key role in the transformation of the UK’s electricity system – ensuring future supply is secure, low-carbon and affordable as we progress to Net Zero 2050. LCCC is the counterparty to the Contracts for Difference (CfD), the scheme whereby low-carbon generation is supported in order to compete with conventional fossil fuel generation. There are over 250 CfD’s currently in operation, covering a wide range of renewable technologies including offshore and onshore wind, solar, biomass conversion and nuclear. 

But the remit of LCCC is growing Alongside further allocation rounds coming for the CfD schemes, we will also be the counterparty to new Hydrogen and CCUS schemes. Part of our role with these New Schemes is advising DESNZ on both strategy and implementation using our years of experience with the CfD.  

Under this role the Lead Contract Manager will lead a team of circa 3 contract managers (Assistant / Contract / Senior / Principal Contract Managers), offering hands-on advice to DENSZ on the development of a business model and the respective private low contract for the support of large scale Hydrogen Storage facilities, but potentially also on other schemes like Non Pipeline Transport (of CO2) or Sustainable Aviation Fuels.

In addition to advising Government, we are responsible for ensuring that LCCC has the systems and processes in place to manage these contracts when they are allocated.

Ultimately, we will then manage these contracts, working with multiple counterparties and technologies on high profile projects.

The Lead Contract Manager will be instrumental in growing the team, leading advisory work to DESNZ, the work on our systems and processes and the management of the respective contracts, engaging on a regular basis with LCCC’s key stakeholders.

In addition to the above, the Lead Contract Manager will be part of the Scheme Delivery Extended Leadership team, also lead on supporting the wider Scheme Delivery Team and LCCC initiatives, and regularly interface with both internal (Legal, Data & Analytics, Finance, etc.) and other external (Ofgem, EMRS, etc.) stakeholders.
Key Responsibilities
  • Lead the advisory work (to DESNZ) & planning phase of the Contract Management activity: 
    • Understand in depth the terms and conditions of the contracts as these are being developed
    • Offer continuous feedback and assisting DESNZ in the further development of any new terms 
    • Develop contract management procedures and systems, tailored to the requirements of the new contracts;
    • Support the wider business in their understanding of the contract so that they may develop fit for purpose systems.  
    • Recruit and on-board additional members to the contract management team.
  • Lead the contract management activity once the contracts are entered into:
    • Have ownership and responsibility for the assigned contracts, acting as the Senior Account Manager and managing contractual processes and issues, including actively identifying and resolving potential disputes; 
    • Apply judgement to manage the contracts, based on LCCC’s overarching interpretation;
    • Lead the review of information provided by the developers and lead the preparation and presentation of regular briefings to senior stakeholders on the progress of the project, key risks and any other relevant matters. 
    • Scoping, instructing and managing the work of the appointed technical and financial advisors to support the above (including challenging the views advanced by the advisors); 
  • Lead and manage a team of Contract Managers to deliver the above scope
  • The role will be flexible across our schemes whether managing CfDs or any new schemes in future as they are allocated to the LCCC.  

Skills Knowledge and ExpertiseEssential
  • A self-starting leader and commercial contract manager with a minimum of 8 years of relevant experience of the operational delivery of construction or energy contracts, with a STEM related first degree.
  • Alternatively a minimum of 10 years relevant experience without a relevant degree.
  • Leadership of operational contract management including contract:
    • Team leadership
    • People line management
    • Reviews
    • Negotiation
    • Change management and administration 
    • Claim/dispute management and settlement
    • Technical knowledge of engineering in wind, solar, biomass, waste, tidal stream, H2, CCUS or related / comparable technologies 
  • A demonstrable ability to maintain and develop multiple stakeholder relationships and undertake stakeholder management.
  • Experience of relevant legal, regulatory and contract management issues.
  • Commercial acumen with extensive experience of analysing and developing solutions to collaboratively solving complex commercial and contractual issues (multiple £m’s) whilst maintaining relationships.
  • Excellent communication skills (verbal, written, presentation) enabling the clear explanation of complex technical, commercial, and contractual issues to multiple audiences.
  • Demonstrable understanding of the Hydrogen economy
Desirable
  • Good understanding of the current UK energy policy landscape and regulations
  • Contracts for Difference (CfD) experience/knowledge
  • Knowledge/experience of the UK Hydrogen Production Business Model  
  • Project finance transactional experience
  • Proven project management experience
