About the Role

The Traffic & Flood Risk Management Service area seeks to deliver an excellent customer focused service in an efficient, effective, and economic manner, with specific focus of the Council’s role as the Highway Authority whilst adhering to Corporate, Departmental and Government priorities.

The Technical Lead’s primary purpose is to support the Head of Service and Service Manager in the leadership and management of a multi discipline team to effectively manage, develop and deliver the highway and flooding duties of the City Council. The role is required to manage the investigation of flooding matters, to evaluate options that address and resolve issues and develop assets vital to the continued service area delivery of flood risk.

We are looking for a proactive and efficient individual, who can put citizens and customers first and work with a range of internal and external stakeholders. They must also be organised and have excellent communication skills to ensure that the outputs of the service area are maintained to professional standards.

About You

The ideal candidate will have:

To manage / supervise other subordinate team members where appropriate and demonstrate motivational skills, developing participation, teamwork, ensuring good communication and equipping and motivating others. To lead the delivery of the Council’s role as Lead Local Flood Authority, ensuring that projects run efficiently and within agreed deadlines and costs and is focused on citizen outcomes.  Be able to implement the duties as required by the Flood Risk Regulations 2009, Flood and Water Management Act 2010 and Land Drainage Act 1991 as they apply to Nottingham City Council. To devise, deliver and maintain the Local Flood Risk Management Strategy in line with the national strategy and local priorities. To develop innovative and creative solutions to meet service priorities, to work proactively in a multi-functional transportation / flood mitigation team environment, assisting in securing new funding arrangements through researching and submitting funding bids / applications on behalf of the service and its partners. To develop partnerships with other key organisations and neighbouring authorities in order to manage flood risk. Establishing and maintaining close working relationships with internal and external partners. To develop and maintain the asset register of flood risk management assets and review the Surface Water Management Plan developed for Nottingham City Council, ensuring that the action plan is implemented by all key partners within the resources available.
