  • The contractor is expected to workonsite a minimum of 2 days/week. The client isnot interested in relocations.
  • The State ofIowa is seeking an individual that has a hybrid IT Project Managerbackground and Business Analyst skill set.
  • This position will be responsible for leading a projectto update and integrate teacher and administrator workforce datafor the Iowa Department of Education. The successful candidate musthave prior project management experience and have demonstratedknowledge and experience managing data system projects.
  • This individual also needs to be adept and working withsystem owners to extract information and document requirements. Inthis role this individual will lead meetings solve problemsfacilitate and coordinate communication between the partiesdocument project status.
  • This is anopportunity to work in a missiondriven environment supporting Iowasteacher workforce data collection and reporting systems.

PrimaryResponsibilities:

  • Identifyand schedule project deliverables milestones and requiredactivities and tasks.
  • Provide guidance toproject team members throughout the project life cycle and conferwith project staff to outline awork plan.
  • Workwith project sponsor data system owners subject matter experts andprogram consultants to analyze and document business requirementsand communicate details to staff.
  • Create acatalog of data from each source system frequency of availabilityand plan to update for reporting purposes.
  • Outline specification for reports that areneeded.
  • Work with stakeholders to define dataand system design and coordinate the design development and testingof technical systems and services.
  • Maintainproject management documentation including risk and mitigationactivities keeping aware of the status of the project and the needto employ mitigation measures for compliance with projectobjectives and timelines.
  • Verify all systemdocumentation is complete and testing is successful beforeapprovals for live implementation are made.
  • Direct and coordinate activities of project personnel andvendor representatives to ensure project goals are accomplished andare in line with business objectives.
  • Monitorproject activities to ensure quality and integrity of deliverables.Perform change control.

Requirements

  • Four or more years of progressively responsible ITproject management experience.
  • Experience withmajor project management methodologies e.g. waterfall agilehybrid.
  • Demonstrated experience working withdiverse teams and managing a variety of IT projects including datasystems application deployments or similar services.
  • Adept at extracting and developing requirementsdocuments.
  • Ability to work with data andconduct high level analysis create reports to be shared with a widevariety of stakeholders.
  • Knowledge of projectmanagement methodology and experience or familiarity with majorprogram management approaches (for example PMI agileetc.)
  • Excellent written verbal andinterpersonal communication skills
  • Experiencemanaging projects of a size and complexity similar to the size andcomplexity of the Department.

DesirableQualifications

  • Certification in project management (e.g. PMP)
  • Experience working in State government academicinstitution or similar organization.
