Job Description
As the Head of Portfolio Planning and Assurance, you are accountable for the shaping and strategic management of the Bank's change portfolio with specific responsibility for the investment portfolio, including portfolio governance and assurance. You will drive the prioritisation of the change portfolio and be responsible for maintaining a portfolio view of all prioritised change.
You will be responsible for leading the prioritisation process, ensuring the change portfolio aligns to the agreed 3 to 5 year strategic narrative. You will be accountable for the optimum allocation of resources and financials across the change portfolio to ensure the successful short- and long-term delivery of the portfolio.
You will report directly into the Executive Director for Change and Planning and lead a team of specialist portfolio planning managers, portfolio risk and assurance managers, governance and reporting managers, and benefit managers. You will be accountable for ensuring that the team has the necessary capabilities and expertise to deliver.
The successful candidate will be a member of the Change and Planning senior leadership team and a member of the Bank's extended leadership team.
Key Responsibilities:

  • Working with Governors and Executive Directors in the Bank, you will lead the investment portfolio prioritisation process.
  • Building and owning the pipeline of future investment projects and change initiatives to meet the Bank's 3 to 5 year strategic narrative.
  • Leading the team that develops and implements portfolio management strategies aligned to the Bank's strategic narrative.
  • Creating and maintaining the integrated plan for the investment portfolio, providing insights and recommendations on investment priorities, risk mitigation, and ways to optimize the integrated delivery schedule. You will develop and maintain a multi-year investment delivery roadmap for the Bank.
  • Overseeing the team that establishes and maintains a robust portfolio governance framework providing information and insights that allow effective decision-making and engagement with senior stakeholders.
  • Building and maintaining insights across all Bank programmes to provide a clear picture of the portfolio's effectiveness.
  • Providing effective and proportionate portfolio programme and project assurance, ensuring assurance and approvals plans are in place for the Bank's programmes and projects.
  • Ensuring the performance of the investment portfolio is communicated effectively with relevant senior stakeholders at the relevant senior governing bodies.
Key relationships and dependencies:
  • You will build strong relationships with senior leaders e.g. business area Executive Directors and Heads to identify demand requirements and business area supply capacity.
  • Working closely with the Head of Change Delivery to inform on any deviations of project/programme delivery.
  • Working closely with the Head of Change Delivery to identify capability gaps required for delivering the in-flight project/programme.
  • Working closely with the Head of Change Enablement to deliver MI and reporting.
  • Working closely with the Executive Director of Change and Planning in promoting the function, through active engagement of key stakeholders and the wider Bank.
  • Represent the portfolio planning and assurance team at senior governing bodies.
  • You will be individually and collectively accountable for the performance of the Change and Planning directorate at the bank.
Minimum/Essential Criteria:
  • Experience of portfolio design/prioritisation, including the agreement of investment criteria and weightings, and pipeline management.
  • Industry leading expertise in portfolio management and organisation-wide benefit realization.
  • A combination of strategic thinking, analytical skills, leadership ability, and a deep understanding of portfolio management principles.
  • Ability to navigate complex organizational structures with competing demands.
  • Track record of driving improvements in portfolio management standards, methods & tools within an organization.
  • Excellent relationship management skills, with experience of building constructive relationships and influencing senior decision-makers across organizational boundaries.
  • Successful leadership experience, established over several years, for a high performing Portfolio Planning and Assurance function.
  • You are an effective communicator, able to create a compelling narrative and inspire people to follow you.
  • Strong interpersonal skills with the ability to establish positive working relationships and influence people at all levels within the organization.
  • Track record of building a wide network of relationships across organizational boundaries to support collaborative working.
  • Ability to prioritize and deliver a complex portfolio of work to time and budget, including delivery through multi-supplier program models.
Desirable Criteria:
Experience of providing governance and integrated assurance advice, risk potential assessments, and gateway reviews for a large and diverse portfolio of projects and programs.

  • A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits program each year.

  • An 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
