Main duties of the job

The Assistant Contract Manager will contribute to the provision of a cost effective and responsiveprofessional purchasing and supplies service, providing professional advice andsupport on compliance with public procurement legislation, national and localpolicies.

To assist in promoting strategic procurement issues across all Trusts byefficient and effective purchasing arrangements. To make contributions to valuefor money to help improve patient care.

The focus of the Procurement Contracts Team is to ensure that thecontracts sourced, embed, and managed on behalf of Mid Yorkshire Teaching NHSTrust are robust and provide the best value to the customer and patients.

The Assistant Contract Manager will provide purchasing and contractingsupport for a range of goods and services across the Trust.

Key Responsibilities

This role willrequire someone who has the ability to learn and implement their dailyactivities to be compliant with the processes, governance, frameworks, andlegislation that our professional standards dictate.

Assist / lead thedelivery of procurement projects to achieve savings and cost reduction.

Works effectivelywithin the Contracts and the wider Supplies team to share information.

Assist / lead thepurchase of goods and services contracts as delegated, quote and tender negotiationsin line with EU legislation and commercial/contact law and Trust SFIs; definingproject objectives and needs, achieving optimum value and ensuring complianceas appropriate with best practice guidance

Inputs andsupports local purchasing activity ensuring that customer requirements are meton Contracts, Governance, and Compliance.

To manage, co-ordinateand prepare tender and contract documentation, using e-contract and e-tenderingsystems.

To coordinatewith both customers and suppliers to discuss/agree commercial issues,specifications, understand budget requirements and constraints and determineevaluation methods. To coordinate evaluation panels and be responsible forthose evaluations, across a broad range of goods, both capital and revenue, andservices required by the Trust.

To coordinate andmanage pretender meetings with both customers and suppliers to discuss/agreecommercial issues, specifications, understand budget requirements andconstraints and determine evaluation methods.

Proactivelymanage allocated contracts and support the Contracts Team in maintaining theTrust contract portfolio.

Ensures on-goingcontract management and supplier liaison maintaining and delivered in line withprocurement principles and practice.

Identifying,delivering, and reporting on opportunities for savings and cost reduction.

Create andmaintain contract and work programme using Atamis the Health Familye/Commercial software and contract management system software.

To contribute to developing, implementing, andimproving working practices and procedures, in order to deliver services in themost efficient and cost effective and quality compliant manner. To assist indeveloping an understanding of the purchasing and contracting services byproviding professional procurement advice required to support businessobjectives.

To assist inraising the profile of the Supplies Department by promoting best procurementpractice and engaging in discussions with Managers throughout the Trust. Seekto influence client choice to standardise products and reduce costs, offercommercial and contractual advice and best source of supply on all goods andservices. Develop and enhance key supplier relationships and explore new businessopportunities. Listen to the needs of clients and promptly answer any queries.

To work with and utilise National Frameworks and localcollaborative contracts.

Qualifications

Essential

Qualified to degree level in relevant subject. CIPS Level 4 qualified.

Desirable

Willingness to work toward professional qualification. Show continuous CPD. Detailed understanding and ability to apply EU Public Procurement Legislations.

Experience

Essential

Proven experience of a purchasing/contracting working environment. Working knowledge of the regulations governing public sector procurement.

Desirable

NHS Experience.

Knowledge and Awareness
