The West Yorkshire Integrated Care System is looking toappoint a highly experienced Estate Strategic Lead to join the teams withinKirklees, Wakefield, and Calderdale places.

You will work collaboratively across three areas within theWest Yorkshire system. Where you willwork with wider partners in West Yorkshire to support the Estates function bothstrategically and within the Primary Care arena.

Main duties of the job

The Strategic Estates Lead will work across the Calderdale,Kirklees, and Wakefield (CKW) ICB place footprints providing leadership, technicalsupport, and guidance in relation to the estates strategy, and the Primary Careestates function within each place.

The post holder will work closely with local stakeholders toensure the development of estates plans and ensure the maximise utilisation of availableresources to deliver the services for populations of each place. Use own expertise and developed judgement toprovide solutions to highly complex and sometimes conflicting matters.

The post holder will be the estates lead in respect to PrimaryCare within each place.

The post holder will also provide estates expertise, providesenior overview, and work collaboratively across the wider West Yorkshire ICBand local system partners to support the estates agenda as part of a widersystem working.

The post holder will provide professional complex advice andexpertise dealing with contentious issues linked to function. Present highly complexinformation about projects, initiatives, and services in a formal setting thatwill require negotiation and persuasion on function specific matters.

The postholder will work independently and will be requiredto interpret policies, national guidance to support the system at all levels ofthe place to develop, communicate and support the strategic agenda.

Main Duties and Responsibilities

Estates Strategic Lead

The post holder will:

Work with the Estates lead in each place to develop and deliver the Estates Strategy. Ensuring that this strategy is updated and refreshed to reflect local, system and national requirements and that it aligns with each places Strategic and Financial Plans. Formulate short-, medium- and long-term estates work plans that supports the estates strategy of each place. Develop an Estates map of each places estate, understanding opportunities, risks and where development will ensure the best outcomes for patient need for the place. Provide detailed and technical estates guidance in respect to estates and capital in each place. Chair the Estates Strategy group in each place (where appropriate) and feed into wider system estate groups within the West Yorkshire ICB system. Encourage, support, and participate in Local Estate Forums and Integrated Care Systems to ensure efficient and effective system and engagement and alignment. Maximise the funding streams available to support Estates development within each place and utilisation of the estates. Provide regular contact with internal and external stakeholders and will often need to engage with them over sensitive, highly complex, contentious and confidential issues in relation to estates and financial issues. Ensure the delivery of maximising the place and ICB estates, ensuring delivery of value for money. Work with NHSE colleagues to understand the national directions in respect to estates strategy. Proactively look for opportunities to develop system working in relation to estates and consider how this tie with the IT and Green agendas. Regularly undertakes research and development in own area of work such as annual staff surveys and regularly equipment testing around the estate plan for ICB sites and other partner estates.

Primary Care Estates Lead

Be the Estates lead and first point of contact in respect to Primary Care for each place.

Responsible for supporting the annual budget setting process, monitoring of the estates budgets against revenue budgets. They will identify variances and will support teams to reduce costs in the system or place.

Develop transformational and business cases ensuring the effective and efficient use of resources. Ensure that business case proposals are prepared in line with agreed financial processes.

Understand the content of the PCN Estates Strategy for each place, and how it fits into the wider estates strategy and the six facet surveys of each place.

Provide expert guidance in respect to the Primary Care Estates Directions, updating any changes as and when necessary to specialists and non-specialists and/or where there may be barriers to understanding.

Support the rent review process with NHS England and local finance officers.

Lead and support the estates function in each place working with local colleagues who support this function to ensure matrix working across the Calderdale, Kirklees, and Wakefield footprint.

Support business case development in respect to Primary Care Capital and BAU estates requirements, from initiation of Project to the Final Business Care.

Develop a prioritisation model in respect to Primary Care estates development.

Update each places senior management team in respect to Primary Care and estates requirements supporting the governance requirements when required.

Review the properties owned by NHS Property Services that have void occupancy and therefore are charged to each ICB but are unused. Explore possible uses as part of wider estates strategy or disposal in consultation with NHSPS.

As part of the Estates Strategy develop a primary care work plan to ensure the maximise of improvement of estates access in each place.

Work with financial colleagues to develop budgets in relation to estates and understanding financial risks and opportunities in this area.

Leadership

The post holder will:

Work autonomously with significant discretion to work to broad occupational policy from NHS England and locally to ensure delivery of patient outcomes within West Yorkshire.

Will lead and provide comprehensive reports to both internal and external stakeholders in relation to projects, strategic objectives in relation to the wider estates strategy.

Will lead negotiations with wider stakeholders in respect to estates projects.

Support the finance and primary care team and the senior teams in place in respect to estates expertise providing leadership and guidance in this area.

Maximise the ability to do things once in respect to Estates across the C/K/W footprint.

Establish and maintain strong working relationships with estates leads within the places and wider WYICB system.

Ability to understand and interpret policies in respect to the estates.

Undertake any other duties as commensurate with the role.

Maintain oversight of system controls and processes ensuring systems are integrated with the overall strategy, ensuring synergy between strategy milestones and objectives.

Supervising staff in day-to-day activities as directed. While the post holder does not have direct line management duties, it is envisaged that they will support and work closely with other members of the finance and primary care team and potentially provide mentoring and support to these teams in respect to issues relating to estates.

Devise, develop and implement appropriate information sharing systems implement and maintain in line with appropriate Information Governance procedures.

Ability to convene difficult messages and communicate complex information to colleagues.

Create and implement strategies and business plans, clearly identifying links to national, regional, and local priorities and policy objectives. Interpret national guidance in respect to Estates and the implications on resources.

Undertake any other duties as commensurate with the role.

The post holder will:

Contribute to corporate decisions and strategic planning as part of the ICBs management teams.

Educated to masters degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area supported by a professional development.
