Job summary

This is a key role within the corporate leadership team of the Trust, and a core member of the Chief Strategy and Partnerships Officer's (CSPO) team alongside the Strategy, Information Technology and Business Intelligence functions of the organisation.

The post holder will be responsible for the development and deployment of the We Care Improvement system and the programmes of work that deliver quality and efficiency improvements across the organisation. The post holder is operationally responsible for the We Care Improvement and Efficiency programme delivery teams.

The post holder will work closely with the executive team to shape the vision for the programme including the Strategic True North priorities and the annual Breakthrough Objectives

Main duties of the job

Providing the strategic direction for all aspects of the We Care improvement system and holding the devolved responsibility for the programme.

Providing the strategic direction to develop and implement the Trusts' Efficiency and Transformation Programme supporting key transformational schemes agreed by the Executive and Board and embedded within the Trust's strategic True North and Annual Objective priorities.

Provide director level leadership to give oversight and leadership for the agreed Corporate Projects where the complexity and / or cross organisational impact requires senior and experienced leadership to ensure delivery.

Oversee and lead the development and implementation of governance, measurement systems and reporting across the organisational priority programmes and ensure the input of continuous improvement and programme management expertise where needed.

Strategically lead the implementation of and continue to evolve the We Care performance management system ensuring it is shaped by continuous improvement developments, industry thinking and healthcare developments.

Design and implement comprehensive and certified capability building programmes for all levels of staff to increase the Trust's project management and continuous improvement maturity and ensure these are aligned to and integrated with the Trust's Organisational Development Programme.

Leadership

To provide clear professional and managerial leadership to the Trusts We Care Improvement and Programme Management teams, creating high performing teams that are highly skilled, effective, engaged and highly motivated.

Lead by example, with the ability to inspire confidence and respect within and external to the organisations

Take all opportunities with colleagues, patients and service users, carers, commissioners, stakeholders and partners, PFA Trusts, and the general public to model behaviours that reflect the Trusts vision and values

To contribute to the development of the corporate core purpose, vision, mission and values and demonstrate personal leadership in developing the culture of the organisations

Promote training opportunities for the teams to ensure that the Trust has appropriately skilled staff to enable a high-performance culture; and ensure that the function is adequately resourced and, through talent management, ensure that the workforce is planned for the Trusts future needs

Ensure the performance and contribution of individuals is maximised in line with the organisations aims through the promotion and management of appraisal and performance management processes

Support national policy initiatives ensuring local action is adhered to in terms of being recognised as a model employer that has outstanding staff motivation and retention rates including Staff Satisfaction Survey; Equality and Diversity etc

Support the promotion and development of equal opportunities and diversity across the Trust in both employment and provision of services

To embrace and promote staff engagement in the continuous improvement agenda.

To be responsible for budgetary management across the areas of responsibility.

Corporate Responsibilities

As a Director working in the large complex Trust, play a major part in corporate management including being a member of the Trusts senior leadership team and leading on or contributing to agreed specific corporate objectives as agreed

Participate in the promotion of efficient and effective public relations between the Trust and all users of their services and those in the wider health economy

Contribute to the establishment of the Trust-wide standards to maintain, monitor and improve the quality of total care and the efficient use of resources to promote patient satisfaction, experience and outcomes

Contribute to the development, communication and promotion of corporate core purpose, vision, mission and values

Work with the Chief Strategy and Partnerships Officer to agree operational and personal objectives and performance targets which focus on the delivery of the corporate strategies and business plans of the Trust

Develop effective working relationships with key external stakeholders including commissioners and other local healthcare providers, supporting the interface with HOSC and representing the Trust in the wider ICS forums as appropriate

Represent the Trusts at local / national / public meetings / events as required, acting independently, decisively and effectively in sensitive, difficult or political situations which may require delivering difficult messages and contentious information.

Contribute to the development of a culture of continuous improvement; promotion of new ideas and initiatives; leading by example and supporting others through the journey to a sustainable future in order to meet stretching financial and performance targets

Ensure that all projects or developments support the Trusts strategic aims and have sound business cases and risk assessments underpinning them; and that all staff are coached and supported to achieve maximum benefits for the organisations

Ensure that all legal and statutory obligations are met

Ensure the highest standards of corporate and clinical governance, personal conduct and probity

Support corporate roles in publicity, events, meetings, working groups, and staff or corporate development events and processes as required

Participate in one of the Trusts on-call systems (input to be determined)

Person Specification

Qualifications

Essential

Masters level qualification or equivalent experience in the leadership of continuous improvement and efficiency delivery Substantial continued professional development. Project management and/or change management qualification

Desirable

Masters level qualification Lean/Six Sigma/Other improvement methodologies

Skills & Experience

Essential

Experience of working at or near board level to influence the planning of continuous improvement and efficiency Significant Experience of leading, implementing and evaluating trust wide successful transformational quality improvement projects Significant experience of delivering complex £multi- million efficiency programmes in a sustainable way Track record of delivering against programme and project management objectives, achieving key organisational targets within tight timelines. Ability to prepare reports and analyse complex data for Boards, Committee and Management Groups. A pragmatic and independent thinker with experience of delivering strategic direction A history of strong stakeholder management skills from floor to board and strong people skills (building trust) Evidence of being a highly effective communicator with the ability to communicate and collaborate across teams, working with partners and teams to deliver solutions to organisational needs Experience at presenting complex information to a range of audiences at local levels. Ability to liaise with internal and external staff, particularly regarding achievement of outcomes across organisational boundaries, Experience of techniques for planning, prioritising and monitoring / controlling programmes autonomously

Experience of functioning at a senior level in an operational and/or clinical role Experience of leading Patient First/We Care or a similar methodology
