Job summary

The post-holder will report to the National Lead for Adult Social Care and work as part of a multi-disciplinary team to provide expert public health advice on health security across Adult Social Care and Children's and Young People's setting. This will include CQC registered care homes, people receiving care at home from registered or informal providers, and the full range of supported living, extra care and similar settings, and people who provide their care whether employed or unpaid, As well as education and childcare settings.

The work will be with key partners (including the Department for Health & Social Care (DHSC), the Care Quality Commission (CQC) & Office for Health Improvement and Disparities, the Department for Levelling Up, Housing & Communities (DLUHC) & NHS England), the Department for Education, and stakeholders including the Association of Directors of Public Health (ADPH), Association of Directors of Adult Social Services (ADASS), the Local Government Association, service providers & service users and their representatives/advocates, children and young people, to prevent, contain and control infectious diseases and other hazards impacting these populations and their communities.

Main duties of the job

RESPONSE

The role includes providing expert advice and support to UKHSA and its Health Protection Teams (HPTs) on managing incidents and outbreaks of infectious diseases to enable effective interventions, and to minimise any the impact of infections on health and wellbeing, and any unwanted impact of control measures on quality of care.

SURVEILLANCE

Contribute strategically to the development and maintenance of effective systems for the surveillance of communicable disease and environmental hazards on relevant populations and their mitigation (including vaccine coverage and diagnostic/active case finding programmes etc.).

RESEARCH, TEACHING AND TRAINING

The role includes development and application of the evidence-base to inform policy makers and public health programmes, including active participation in research programmes in collaboration with academic partners and OGDs (Other Government Departments) and NHS England and appropriate others, nationally and internationally.

MANAGEMENT AND LEADERSHIP

The role involves supporting the work of UKHSA in meeting its statutory responsibilities including accountability and transparency requirements through responding to Parliamentary Questions, supporting Ministerial briefings, or providing advice to policy makers as requested in line with area of expertise and responsibilities and working with UKHSA's Parliamentary Team.

Selection process details

STAGE 1 Application & Sift:

This vacancy will be assessed using a competency-based framework which will assess your Qualifications, knowledge and experience and / or skills and capabilities outlined in the person specification. You will be required to complete an application form. You will also be asked to provide information within the Employer/ Activity history section of the application form. This will be assessed in line with the advertised criteria.

At sift stage you will be assessed on the essential criteria listed in the job advert and statement of suitability.

Your statement of suitability must be no more than 1500 wordcount.

If you are successful at this stage, you will progress to an interview and assessment, a presentation will form part of this assessment.

STAGE 2 Interview

All candidates who are successful at the sift stage will progress to an interview and will be assessed on the essential criteria as advertised.

You will be asked to prepare and present a 5-10 minute presentation. The subject of this will be sent to you prior to interview.

Interviews will be held virtually over Teams.

Successful candidates must pass a disclosure and barring security check.

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Personnel Security Standard.

Feedback will only be provided if you attend an interview or assessment.

Qualifications

Essential

GMC full and specialist register with a license to practice (or be eligible for registration within six months of interview) or inclusion in the UK Public Health Register (UKPHR) for Public Health Specialists or be eligible within 6 months of interview If included in the GMC Specialist Register/GDC Specialist List in a specialty other than public health medicine/infectious diseases medicine or medical microbiology, candidates must have equivalent training and/or appropriate experience of public health medicine/infectious diseases medicine/or medical microbiology practice Public health speciality registrar applicants who are not yet on the GMC register, GDC Specialist list in dental public health or UKPHR must provide verifiable signed documentary evidence that they are within 6 months of gaining entry to a register at the date of interview.
