With Intelligence is recruiting an experienced Programme Manager to oversee and coordinate our FOIA (Freedom of Information Act) requests. The Role

The Programme Manager for our FOIA function is a critical role at With Intelligence that requires a strategic approach, creativity and operational excellence. The role will involve growing and optimizing our capabilities around Freedom of Information Act (FOIA) requests with the objective of enhancing the data quality of our core products.

As Programme Manager, you will oversee and coordinate all aspects of FOIA requests and drive the expansion of the FOIA function – from optimizing processes and tracking of tasks; to maximizing the gathering of critical information such as fund performance metrics, investment allocations and fund presentations; and to engaging with public institutional investors. You will work closely with all areas of the data operation function, identifying opportunities to utilize FOIA to acquire new datasets or supplement existing ones, and working towards agreed SLAs.

A high energy individual with a strong execution track record and extensive project management skills, you will focus on designing the right processes and tracking capabilities, defining and prioritizing which investors to engage with, and creating KPIs that drive data quality improvements.

 

Core Responsibilities

  • Oversee the With Intelligence FOIA function, reporting to the Head of Direct Data and managing a team of three across Cardiff and Cebu (Philippines)
  • Establish and regularly review which institutions should be targeted under the FOIA framework, including expanding into new geographies/jurisdictions
  • Manage the end-to-end process of FOIA requests, including reviewing and evolving FOIA processes to ensure optimization and introducing automation where applicable
  • Ensure FOIA-ed entities and targets are incorporated into the task management process so that effective tracking is in place
  • Collaborate with the broader data and editorial teams to identify, explore, assess and execute data enhancing opportunities, including adopting FOIA-led techniques for acquiring data in new ways from new and existing entities
  • Define and implement KPIs and SLAs to measure progress, timeliness and effectiveness of FOIA requests and responses
  • Generate reports on FOIA activity, performance metrics, initiatives and issues
  • Push the envelope around how the FOIA legal framework can be used to increase successful response rates, along with monitoring regulatory changes and legal updates on FOIA
  • Work with external third parties that can assist in making FOIA requests where restrictions apply

 

 

Requirements

  • Extensive project management experience ideally within the business information services or financial services industries
  • Strong delivery and execution track record, highly organised and attentive to detail
  • Strong business and data acumen, reporting capabilities and focus on measurable outcomes
  • A strong relationship builder who can work collaboratively with stakeholders across diverse teams as well as interact with public institutions globally
  • Fluency in Excel and task management/tracking tools
  • An understanding of the FOIA legal framework and having run or operated within a FOIA function at a public institution is an additional bonus (but not a requirement)
