Main duties of the job

TheNamed Nurse Child Protection

Willhave completed specific training in the care of babies/children and youngpeople and be registered on the NMC register asa registered childrens nurse, registered midwife communitypublic health nurse having completed a specific programme with a child andfamily focus Willhave participated in single and multi-agency safeguarding children training. Willhave an in depth and up-to-date knowledge of safeguarding vulnerable childrenand young people policies and legislation Will have a thorough workingknowledge of the policy issues relating to data protection, confidentiality andinformation sharing. Will have an informedunderstanding of the relationship between social, economic and educationalfactors and the impact of health inequalities in child welfare. Management, Leadership and Advisory Responsibilities:

Support all activities necessary to ensure that the organisation meets its responsibilities to safeguard/protect children and young people Provide support and advice to Livewell Southwest Board regarding safeguarding and child protection Develop, lead or advise management and clinical processes to ensure the safeguarding of children and compliance with local and national guidance Develop, implement and review safeguarding practice across Livewell Southwest and its networks Provide effective leadership in monitoring and evaluating practice standards and work closely with Integrated Safeguarding Manager, locality managers, deputy locality managers and senior staff to ensure such standards are met. Work with specialist safeguarding and child protection professionals across the health community and Devon CCG, representing Livewell Southwest on sub-groups of the Plymouth Safeguarding Children Partnership (PSCP) on the planning, developing and strategic organisation of safeguarding and child protection services. Provide consultation and contribute to SIRIs, IMRs, CSPRs and SARs and facilitate the learning from these across the organization. Foster effective working relationships in order to promote inter-disciplinary and multi-agency collaboration and be an active member of inter-agency and multi-agency safeguarding groups. Provide specialist advice, support and guidance to all staff on the day-to-day management of children and families where there are child protection concerns and ensure the provision of effective supervision for a range of professionals and staff, promoting evidence based professional practice. Provide advice (direct and indirect) to colleagues on the assessment, treatment and clinical services for all forms of child maltreatment including neglect, emotional and physical abuse, Fabricated or Induced Illness (FII), child sexual abuse, honour-based violence, trafficking, sexual exploitation and detention. Contribute to short, medium and long term business plans, achieving high quality outcomes for services for children and young people. Responsible for making recommendations, providing advice in relation to case management, service management or strategic decision making and able to prepare strategic reports/briefings, progress reports, outcome appraisals for Safeguarding Leads, steering/reference groups and others as required. Analyse, interpret and present data to highlight issues, concerns or risks and support decision making. Undertake specialist project work as required related to the review and development of safeguarding children and child protection practice and Livewell Southwest services.

Staff Management

Supports the management of the Safeguarding Children Team, responsible for day to day work assigned to the team and drives delivery of a range of business initiatives and projects. Facilitating management support for the Health Team Plymouth multi-agency safeguarding HUB (MASH) providing management oversight of the roles, responsibilities and functions of the team to ensure it meets organizational objectives to safeguard and protect children and young people. To support, motivate and develop staff within the teams to ensure that they are able to deliver and achieve the organisations objectives.

Clinical Role

Support and advise colleagues in the clinical assessment and care of children and young people where there are safeguarding/child protection concerns whilst being clear about others personal clinical professional accountability. Support and advise other professionals on the management of all forms of child maltreatment, including relevant legal frameworks and documentation. (For example; knowledge of legal processes, language used, professional responsibility for providing CP reports, professional differences etc.) Provide advice and signposting to other professionals or agencies regarding legal processes, key research and policy documents.

Co-ordination and Communication

Work collaboratively with other specialist safeguarding/child protection professionals across the health community, CCG, Local Authority, Police and other agencies to facilitate safe and effective multi-professional communication, information sharing and multi-agency working within Livewell Southwest. Communicate highly complex, sensitive and emotive information about suspected or actual risks to vulnerable children along with the decisions and action plans to protect children and families to Livewell Southwest staff and partner agencies engaged in the safeguarding/protection of children and young people. Ensure the outcomes of the sub-groups of the PSCP that are the responsibility of the Named Nurse Child Protection are communicated to the Safeguarding Children team, Livewell Southwest Board and other staff, as appropriate. Work closely with Livewell Southwest Executive Lead for Safeguarding and the Head of CYPF Services. Liaise with professional leads from other agencies, such as Acute Services, Primary Healthcare services, Childrens Social Care, Education and other voluntary and statutory organisations to ensure that services are developed and delivered in a co-ordinated way that is responsive to need

Governance: Policies and Procedures

Ensure that Livewell Southwest has safeguarding children policies and procedures in line with current legislation, and local and national guidance Support the Governance function of the organisation ensuring that audits in relation to safeguarding children are undertaken and that safeguarding children is part of the organisations Governance function. Contribute to the interpretation, development, dissemination and implementation of organisational policies, procedures, guidelines and service level agreements (SLAs) to ensure best practice standards are maintained by Livewell Southwest staff in relation to safeguarding children. Encourage case discussion, reflective practice and the monitoring of significant events at a local level.

Training

To monitor the safeguarding children training programme content provided for Livewell Southwest staff for quality assurance purposes. Strategic responsibility to work collaboratively with specialist safeguarding/ child protection professionals across the health community and with the Learning and Professional Development sub-group of the LSCB to evaluate and promote training needs, priorities and developments. Support and provide consultation to the Livewell Southwest professional training department to ensure it has a child protection training strategy that is in line with local and national expectations and the Intercollegiate Document (Safeguarding Children and Young People: roles and competences for health care staff)

Qualifications

Essential

Have completed specific training in the care of babies/children and young people and be registered on either Part 1 of the Nursing and Midwifery Council (NMC) register as a registered childrens nurse or mental health nurse (in mental health organisations), Part 2 as a registered midwife, or Part 3 as a specialist community public health nurse having completed a specific programme with a child and family focus Educated to masters level or equivalent level of experience of working at a senior level in specialist area. Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent. Evidence of post qualifying and continuing professional development. Must have an understanding of the background to and aims of current healthcare policy in Plymouth and appreciate the implications of this on engagement.
