JobSummary:

The CBSPBrokerage Officer role is key to interpreting the procurementrequirements of CSC social work teams.

Theserequirements will be described in terms of need and the brokeragerequirement will be to translate these requirements into brokeredserviceoptions.

Critical tothis role will be knowledge and practical understanding of inhouseframework and spot provision on a local and nationallevel.

To identifycoordinate monitor and quality assure placements for children andyoung people in the care of Lambeth Council which includes youngpeople aged up to 19 and children withdisabilities.

This roleinvolves working closely with social workers providers of fostercare residential care and colleagues across children s servicesadult services education andhealth.

This post willtake work in partnership with commissioning colleagues to assist incontract monitoring and quality assurance within the team and willlead on developing effective systems and processes to ensure thathigh quality placements are utilised that offer value for money andimprove outcomes for children and youngpeople.

Sample ofKeyDuties/Accountabilities:

Ensure thatrequests to procure services are supported by authorisation fromCSC team manager service manager or assistant director (asrequired).

To ensuremanage and be responsible for placement search activity allocatedensuring that the necessary documents are completed that it meetsthe criteria of GDPR legislations it is recorded processed andmaintained checking for accurate information and rejecting asappropriate before sending over to providers liaising with socialworkers and managers as and whenrequired.

To tenderservice requests via inhouse framework or spot provisionmechanisms.

To develop anauditable chronology of search activity in order that our activitycan be quantified and remainsaccountable.

Escalate allsearches that have not developed to service offer within 20 workingdays promoting placement stability through the development ofeffective working relationships attending convening and/orfacilitating placement reviewmeetings.

Provide serviceoptions to CSC social work teams as soon as offers are receivedensuring that all placements demonstrate best value for the localauthority. This includes negotiating with providers regarding costsof placements and structuring contracts and individual agreementsbased on cost reductions. Keeping robust records of agreements overcosts and discounts and uploading these onto team systems is alsofundamental.

To ensure thatselected option has an associated request for resources that can beprogressed to purchase order and is therefore available to be paidonce invoice isreceived.

To contributeto relevant performance (placement or nonplacement) dashboard toensure colleagues are kept abreast of changes news and informationwithin the social care field especially with regard toplacements.

To carry anallocated caseload of children and young people for placementcoordination and contract monitoring. This involves beingresponsible for ensuring that high quality placements are sourcedaccording to team procedures and maintaining robust contractmonitoring arrangements for all allocatedcases.

To support theinduction of newly appointed social workers with training onplacement processes and best practice (ART mosaic andfinance).

Representingplacement service and ART TM (team manager) at meetings inclusiveof panels (SIL & Staying Put Review Panel / Access toResourcesPanel).

Attend andfacilitate QA (Quality Assurance) visits in relation to childrenand young people placed by the local authority. These placementswill include; semiindependent residential children s homes andother placements asdirected.

EssentialExperienceRequired:

Experience ofworking within a team/with children s young people and theirfamilies.

Experience ofworking with looked after children in statutory or nonstatutoryprovidersettings.

Experience ofworking within a commissioning/contractingenvironment.

Experience ofquality assurance processes/performancereporting.

Hyrid workingarrangements 1 to 2 days per week ae required in the offices(Tuesdays areessential)
