Job overview

The Trust is seeking to recruit a Freedom to Speak Up Guardian to support our important work in engaging with staff and leaders at all levels. In particular, this role will help embed a supportive, learning culture in our operational services.

As part of this role you should have complete the formal Guardian training and be registered with the National Guardian’s Office. You will work alongside our executive directors and other leaders in corporate departments and across the operational services, helping to address concerns raised by staff.

In this role you will be able to make a real difference to the Trust and the development of a positive, respectful and learning work environment for staff.

Applications are welcomed from any appropriately qualified applicants. This position is 0.2WTE Band 8a or equivalent PA for any medical officer appointed to the role. 

Main duties of the job

The post holder is responsible for the implementation of the Trust wide strategic vision and long-term action plan for Freedom to Speak Up (FTSU). 

By developing the Trust Network of Freedom To Speak Up Ambassadors, they will work to develop and deliver a strategy to empower and encourage staff to speak up safely, developing local policy and mechanisms allowing for staff to speak up safely and in confidence. 

They will develop a strong and open working relationship with the Trust Board, having direct access to Trust Leaders as required however, they will operate independently of the Executive Team, providing challenge to senior members of staff, and reporting to the Board and externally as required.

Detailed job description and main responsibilities

Key Responsibilities: 

Manage, support and mentor the FTSU Team and network of FTSU Ambassadors in supporting the Trust to provide safe speaking up environments.

Provide casework supervision to the Ambassadors with complex cases when required.

Work with senior leaders and investigators across the organisation to ensure a FTSU ethos is embedded in enquiries.

Provide emotional support to colleagues involved in speaking up.

Identify and escalate instances of detriment experienced by colleagues because of speaking up.

Challenge senior leaders or investigators where the response to FTSU concerns is lacking, protracted or inadequate.

Independently review outcomes from FTSU investigations to ensure they are robust, defensible and lead to changes in practice where appropriate.

Identify concerns for alerting to NHS counter fraud around misappropriation of NHS Funds at the earliest opportunity.

Independently review any complaints from members of staff about the way they have been treated because of raising a concern and report back to the individual and, with their agreement, other relevant staff members.

Ensure that all staff with protected characteristic are encouraged to speak out and are not disadvantaged by doing so.

Education and Training

Essential criteria

Masters’ level qualification or equivalent experience in a clinical or non-clinical discipline. Mediation or counselling qualification Evidence of continuous professional development.

Knowledge and Skills

Essential criteria

Understanding of the barriers to raising concerns Excellent interpersonal and communications skills Ability to offer advice and guidance whilst acting independently and impartially Ability to challenge clinical colleagues to address poor practice in relation to speaking out. Ability to challenge and hold senior colleagues to account to create a positive speaking up culture Standard keyboard skills Ability to plan and organise a range of complex activities which are ongoing. Excellent presentation skills Able to manage own workload Working knowledge of Microsoft applications

Experience

Essential criteria

Previous experience as a Freedom to Speak up Guardian or of managing complex employee relations/ complaints with a high level of knowledge about the FTSU process Significant experience and understanding of the effective use of mediation and of managing highly confidential matters Experience of preparing and delivering presentations to groups of stakeholders including the Trust Board.
