Job summary

The New Hospital Programme's (NHP) vision statement is:

"To transform the delivery of national healthcare infrastructure across the NHS to provide world-leading experiences for as many patients and staff as possible."

The NHP is established as a multi-functional national programme team, to drive the programme and individual project activity. The Programme needs a singleClinical authority to ensure that standards are met for each trust's clinical needs.

Main duties of the job

Post Holder Responsibilities

Be an active participant in the Clinical work stream team, in developing robust evidence for standardising clinical design.

To contribute specialist expertise to the robust clinical review and clinical authority sign off processes for new hospitals which will include (not exhaustive list)

Reviewing evidence and formulating reports

Clinical output specifications including detailed activity and task lists

Utilise specific Maternity methodologies to assess functional requirements of design.

Assurance of Clinical Business cases

Review of clinical strategies

Clinical benefits review framework

Ongoing evaluation of physical / clinical / operational / equipment strengths and weaknesses of designs

Workforce modelling

To search for robust evidence and identify gaps in knowledge to inform clinical design and / or operational standards.

Provide expertise in the following areas as a Subject Matter Expert:

Maternity and Women's Health

Contribute to the learning culture in the team to enable iterative plan development to enhance the patient environment in the New Hospital Programme

Contribute to a clinical best practice network of recent new builds and hospitals that are on the program to share, learn and improve.

Job description

Job responsibilities

The New Hospital Programme is in the Governments Major Projects Portfolio (GMPP) and is subject to processes and assurance led by the Infrastructure and Projects Authority. Acting upon IPA recommendations, the DHSC and NHSE/I are establishing a programme approach and mobilizing a joint programme level delivery capability, to:

Effectively manage the schedule of hospital builds within market and resource constraints, to time, quality and cost.

Engage with supply chain partners over the long term and incentivise those partners against delivery of outcomes across the whole programme.

To successfully deliver these projects, the Programme will need to tackle not just estate and building issues but will also need to work across the NHS to understand and develop new repeatable design components, new sustainability standards, evolve digital technologies, support new care and workforce models, develop healthcare planning capabilities and support developing regional and system wide approaches to location-based healthcare.

Qualifications

Essential

Educated to master's level and equivalent experience of working clinically or operationally in relevant specialist area. Relevant clinical professional registration (, NMC / GMC / HCPC) Registered Midwife. Specialist qualification in Maternity. Commitment and evidence of CPD for Maternity. Experience of working in and designing Maternity and Womans health services.

Knowledge and experience

Essential

Extensive clinical experience. Experience of large programmes and projects. Understanding of patient safety, patient experience and staff experience.
