Description
Wehave an exciting opportunity for a Senior HR Advisor (Schools) toprovide a comprehensive professional high quality advice andsupport service on the full range of HR disciplines to schools andacademies. This includes supporting clients with complex employeerelation casework by email telephone Teams and onsite acting as aninvestigating officer on variety of employment matters reportwriting and attending formal meetings. You will lead thedevelopment of school based HR policies and procedures workingclosely with Trade Union representatives and also design/delivertraining sessions to clients on a variety of HRtopics.
JobActivities:
- Toprovide a highly credible and professional advisory service toheadteachers governors new clients and others across the range ofHRservices.
- Tolead on HR policy development for schools ensuring policies are fitfor purpose and are developed in line with legislative changes andHR best practice. This will include consulting with unionrepresentatives and schoolleaders.
- Toseek as appropriate opportunities for new business by developingnew and existing networks and demonstrating the value that HR canadd to anorganisation.
- Tocreate and maintain effective working relationships with customersthat is based on excellent customer care professional expertise anda thorough understanding of theirorganisation.
- Tobuild effective customer relations with senior school employeesmaking decisions on site under pressure contributing to formalmeetings and coaching senioremployees.
- Tounderstand the needs of clients working with them to developsolutions that are not only in line with best practice andemployment law but are practical customerfocused and take accountof their objectives strategy vision andvalues.
- Tobe decisive and persuasive (where necessary) to assist schoolleaders to make sound decisions and managerisk
- Toadvise and provide appropriate interpretation to customers onemployment law and employee terms and conditions. These will varydependent upon customer organisations and the contents ofindividual employee s contracts of employment but willinclude:
- Provisionof advice on employment practices pay and conditions of services incompliance with the School Teachers Pay and Conditions DocumentBurgundy Book Green Book School Staffing Regulations and SchoolGovernance;
- Provision of advice onschool specific policies/issues including performance managementrecruitment and selection of headteachers deputy and assistantheadteachers; disciplinary ; grievance and redundancy proceduresand safeguarding
- Provision of adviceon terms and conditions pay policies procedures and HR issues forotherclients.
- Provisionof advice on employment practices pay and conditions of services incompliance with the School Teachers Pay and Conditions DocumentBurgundy Book Green Book School Staffing Regulations and SchoolGovernance;
- Toprovide advice and support to managers on complex caseworkincluding discipline performance redundancy absence and grievances;from the provision of written/telephone advice toacting
- asadvisor to customers in formal and preparatory meetings andhearings.
- Toprovide high quality transformational advice in relation to changemanagement programmes including consultation meetings with staffand trade union consultations ensuring compliance with relevantpolicies legislation and School StaffingRegulations.
- Toprovide comprehensive highly credible advice and support the clienton the TUPE process during schools conversion to Academy status orother TUPEtransfers.
- Toprovide specialist knowledge on the varying categories of schoolsin relation to specific statutory obligations and legal standingfor both Governing Bodies and the LocalAuthority.
- Toprovide customer specific HR advice to customers and employees oninterpretation of HR policies and employmentlegislation.
- Toact as an investigating officer for clients. This will includereport writing and making appropriate recommendations which maycover an array of subject areas such as safeguarding health andsafety fraud. To answer queries from customers on HR issues eitherby telephone email in writing via Teams or in person at clientsites.
- Todesign and deliver HR training programmes for schools and otherclients where there is a requirement for specific training on HRissues for example employment law absencemanagement
- introductionof policies or procedural issues. Seek feedback and action anyimprovements
- Tobe responsible for managing and delivering specific allocatedprojects to time quality and cost. Working with customers HRManagers and others in the HR function asappropriate.
- Workwith customers on recruitment and selection exercises providingadvice on the development of job descriptions and personspecifications job evaluation job advertisements selection tests /exercises and assessmentcentres.
- Toadvise customers on terms and conditions of employment includingequal pay matters and support and participate in customers jobevaluationschemes.
- Toassist customers in proactively managing sickness absence byproviding appropriate advice and working closely with theOccupational Health Service in order to support employees who areaffected byillness:
- Ensureemployees and customers are provided with up to dateinformation.
- Ensureemployees have appropriate support e.g.counselling.
- Provideadvice for alternative working arrangements following return fromillness or to keep employee atwork.
- Assistwith the organisation of applications for illhealth earlyretirement and any subsequentappeals.
- Ensureemployees and customers are provided with up to dateinformation.
- Towork collaboratively with trade union representatives on caseworkchange management programmes and other employee relationsissues.
- Tofacilitate formal communication and consultation with employees andtheir representatives in order to facilitate change resolveconflict and promote a positive working environment that involvesstaff.
- Toassist with the provision interpretation and monitoring of data andmanagement information as required following the relevantprocedures for ensuring that information and data is collected andrecorded accurately thus enabling the production of reliableanalyses andreports.
- Toadvise on any possible redeployment or retraining opportunities andsignpost to external assistance and support available for staff atrisk.
- Toattend Position of Trust meetings (multiagency safeguardingmeetings) in relation to allegations made against directorate orschool based employees to ensure the safeguarding and welfare ofchildren and young people providing advice on the HR implicationsof anyallegations.
- Togenerate new ideas or initiatives that improve performance reducecosts or creates new businessopportunities.
- Toensure effective continuing professional development of skillsknowledge and understanding particularly in the area of employmentlaw.

RequirementsAllapplicants must be resident in Herefordshire and have theunrestricted right to work in theUK.
Youwill have a proven track record of managing and solving a range ofcomplex HR casework including disciplinary grievance sicknessabsence management TUPE redundancy appraisal and capability.Although experience of working within the schools sector andproviding advice in line with school specific legislation such asthe Burgundy Book School Teachers Pay & Conditions Documentand School Staffing Regulations would be beneficial this is notessential.
Weare looking for an experienced HR professional who is preferablyfully CIPD qualified or able to demonstrate equivalent experience.You should have a strong knowledge of employment law excellent timemanagement and interpersonal skills be able to work mainlyautonomously under the guidance of your line manager and have theability to make on the spot professional decisions in challengingenvironments.
Youwill be required to travel throughout Herefordshire to attend onsite school meetings on a regular basis and sometimes at shortnotice. As travel is essential you will be required to provide yourown transport for business use (mileage ispaid).
