Job summary

This post of Senior Data analyst within a progressive and innovative Data and insights team within South Yorkshire ICB.

We are looking to recruit a Band 7 analyst who is passionate about data and making a difference to the lives of our patients ensuring the organisation making good data driven decisions.

This role is one of four band 7 analyst who will each be the lead point of contact for one of our four places within the ICB This role is for the Sheffield lead position, in addition to this each analyst will have portfolio areas where they are the subject matter experts and owners of the work we do. We would welcome candidates who have an interest/expertise in Performance level corporate reporting and/or Mental health or who are active learners and adaptive to cover the numerous data sets we use.

This post will include line management responsibility of a Data analyst and support them in management of a junior or associate analyst.

This role is a senior post within the team and will be involved alongside senior managers with the creating and delivering on aspects of the strategy and it is encouraged that the postholder bring new ideas and skills to the team to create best ways of working and to develop colleagues.

Main duties of the job

This role will expose you to a wide number of different datasets and technical tools, Partners across different organisations including Public Health, Secondary care, Primary Care and Community and many more working to improve the lives and health of the people of South Yorkshire.

The role is hours and will involve a hybrid working model with time spent at our Eyre Street site in Sheffield, Home working and may include travel to our sites across South Yorkshire in Barnsley, Rotherham, and Doncaster or external meetings at our partner sites.

You'll be responsible for the provision, scoping and delivery of information, structured analysis and data management to support all areas of the ICB and our partners.

You should be collaborative and proactive, working on a wide variety of initiatives using a range of skills and methodologies including Agile development.

Work with stakeholders and colleagues to deliver well scoped, clear tasks then implementing these in line with priorities.

Creation of Monitoring tools, self-serve applications and Indepth analysis to ensure evidence-based decisions can be made, maintain our core applications and deliver new solutions to support the health of our population.

You will be a point of escalation for the team helping them to remove blockers in their work or making a judgement call to escalate up for a resolution.

Be responsible for ensuring the quality of data in the work we produce and ensuring we are compliant with IG rules.

This is a very varied role and as a team we all pitch in to do what's needed, using our Dev Ops system to track work and ensure incoming requests are logged on the system to ensure flow.

Working as an analytical lead within multi-disciplinary teams alongside colleagues from across Data & Insights, the role holder will advise on the choice and application of techniques, and can critique colleagues findings to assure best practice, ensuring that data are handled in an efficient and secure way in line with information governance legislation.

This post will comply with all regulatory requirements in such areas as data quality and data security, within an environment that is committed to the proper governance and secure use of data.

Essential criteria

Experience of devising solutions to ensure internal specialist expertise adds demonstrable value to the wider system. Experience of developing metrics and measures to monitor outcomes. Experience of line-managing teams of analytical professions and support their development in line with industry standards.

Desirable

Experience of working in the public sector. Significant experience with using record level data, data analysis, and producing bespoke analytical products, including visualisations and written reports. Design and commission new work, such as a new survey. Experience and aptitude in using a statistical package, SAS, SPSS or R.

Knowledge and Understanding

Essential

Strong analytical and requirements gathering skills. Be able to understand and interpret results from complex or novel analysis, apply the results to the given problem and suggest conclusions to be drawn. Able to present and explain results of complex analysis via written and verbal communication. Expert knowledge and experience of databases including database interrogation tools. Expert knowledge of spreadsheets, with experience of making use of their wider functionality, formulae, interrogation tools. Uses knowledge of customer needs to anticipate potential future changes to statistical products. Applies knowledge of new and evolving technologies, including opensource software, and has confidence in making decisions around which methods and techniques to apply, and assists others in making these decisions. Knowledge of professional standards (including Code of Practice for Statistics, Data Protection Act, Freedom of Information Act) and their application. Understanding of a wide range of data quality issues and the application of the appropriate data validation techniques. Expert knowledge of a variety of analytical tools and techniques, including but not limited to SQL, Python, Excel, PowerBI, R. The post holder will have expert knowledge in at least one of the following four areas: Statistical modelling and techniques including coding on software packages (R, Python) or Business intelligence and visual analytics to develop and standardise sophisticated interactive presentations and visualisation (using PowerBI, Tableau etc) or Data linkage and analysis of new types of data including using analysis and subject matter knowledge to inform content requirements and data science using cutting edge technologies combined with data expertise to solve real-world problems (eg Machine Learning)

Desirable

Able to exhibit knowledge of relevant legislation when working with public data. Knowledge of the techniques used for planning and executing testing throughout the software lifecycle. Knowledge of using two or more of these statistical techniques: analysis of variance, multiple regression, other multivariate techniques, stochastic processes, time series analysis, generalised linear model, hypothesis testing or index numbers.
