Working Days and Hours: 3 days per week (Our client is willing to be flexible on the day/times worked during Monday to Friday)

Parking Facilities: Yes, there is free parking on-site

Travel Required: Expected travel will be required to carry out inspections throughout South Derbyshire

Job Summary

We are seeking an experienced Licensing Enforcement Officer to cover maternity leave. The role involves working 3 days a week, commencing September 2024, for an initial period of 6-9 months. The successful candidate will be responsible for carrying out licensing inspections, investigating licensing complaints, and ensuring compliance with relevant legislation, particularly the Licensing Act 2003 and taxi regulations. Ideally, the candidate will also be qualified to carry out animal inspections under the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018.

Main Duties and Responsibilities

Licensing Enforcement:

  • Monitor, inspect, and enforce licensing conditions under relevant legislation (Licensing Act 2003, Gambling Act 2005, etc.).
  • Investigate unauthorised activities and handle or escalate licensing complaints.
  • Conduct licensing inspections, ensuring compliance for private hire operators, vehicles, and drivers.

Animal Inspections (if qualified):

  • Inspect premises involved in activities under the Animal Welfare (Licensing of Activities Involving Animals) Regulations 2018.

Legislation Interpretation:

  • Interpret relevant legislation and provide expertise to the Council, businesses, and the public.

Support Senior Licensing Officer:

  • Assist in policy development and implementation.
  • Prepare and present reports at committee meetings.
  • Help organise training events for businesses, licensees, and elected members.

Investigation and Legal Compliance:

  • Compile evidence and conduct formal interviews in line with P.A.C.E. Act 1984.
  • Prepare case files for prosecutions and attend court as a witness.

Private Hire Licensing:

  • Regularly visit private hire operators to check compliance with licensing conditions.
  • Perform vehicle spot checks and patrol the district to ensure legal operation.
  • Inspect vehicles and drivers operating under Local Education Authority contracts.

Data Protection and Communication:

  • Ensure compliance with the Council’s data protection policy.
  • Liaise with licensees, the public, external agencies, and other local authorities.

General Licensing Duties:

  • Conduct routine inspections and spot checks of licensed premises.
  • Perform inspections outside normal working hours as needed.

Additional Duties:

  • Undertake other relevant duties as required by the post’s experience and grading.

Person Specification

  • Proven background as a Licensing Enforcement Officer, with expertise in the Licensing Act 2003 and taxi licensing.
  • Experienced in conducting inspections and investigating licensing complaints.
  • Skilled in enforcing licensing conditions, particularly for private hire vehicles and drivers.
  • Ideally qualified for animal inspections under the Animal Welfare (Licensing of Activities Involving Animals) Regulations 2018.
  • Good understanding of relevant legislation with the ability to interpret and apply it effectively.
  • Excellent communication and negotiation skills, able to engage with diverse stakeholders.
  • Competent in compiling evidence, preparing reports, and presenting cases in meetings or court.
  • Responsible in following procedures and maintaining accurate records.
  • Capable of working independently and collaboratively.
