Are you a strategic visionary with a knack for developing compelling business cases? We are seeking a Head of Business Case & Cost Intelligence who will be responsible for leading the development and evaluation of business cases, ensuring they are underpinned by a robust SMR specific cost estimation capability.


You will be responsible for planning and managing the assurance activity required to underpin the business cases - e.g. cost estimating assurance, and for planning and managing stakeholder engagement and approvals processes.


Day to day duties:


Business cases


  • Lead the development of high-quality business cases for new initiatives, projects, and investments, under an overarching business case strategy and to plan and manage stakeholder input and engagement and approvals processes.
  • Support all PMs in the programme with help on their business cases - mentoring and coaching them through good practice business case, and ensuring all programme business cases use common data, assumptions and are internally consistent and integrated where appropriate
  • Identify and address challenges related to business case development and implementation, including stakeholder requirements (DESNZ, IPA, HMT) ensuring those requirements are met.
  • Stay up-to-date with industry best practices, incorporate them into business case development and financial analysis.
  • Plan and manage assurance of key aspects of the case - e.g. technical or cost estimating assurance


Cost Estimation


  • Lead on cost estimating in line with the Infrastructure and Projects Authority (IPA) guidance, acknowledging the crucial role it will play at various stage of project maturity.
  • Build a specific cost estimating capability - including experts, tools, integrating source data from live SMR projects, and processes between SMR projects and our organisation
  • Progressively increase confidence of costings and determine economic feasibility.
  • Inform business cases.
  • Understand and quantify risks and contingency.
  • Benchmark and challenge cost submissions from tenders and the supply chain.
  • Incorporate actual cost information into estimates and continually review to ensure alignment.
  • Support us in wider strategic advice around cost of implementing different technologies to support our vision.

  • Champion a portfolio, programme and project-driven culture across the organisation, promoting its value and collaborating with departments to ensure buy-in and adoption of standardised processes.


Knowledge, Skills and Experience:


  • Proven track record of delivery significant business cases for complex programmes.
  • Possess a comprehensive understanding of financial analysis, cost estimation, budgeting, and forecasting techniques.
  • Strong knowledge of business case development methodologies and best practices.
  • Experience in benefits management for complex programmes.
  • In-depth understanding of the organisation's business model, strategic objectives, and financial performance.
  • Proficient in financial modelling and data analysis tools.
  • Experienced line manager with both direct line management experience and matrix experience.
  • Budgeting and financial management awareness and experience
  • Strong communication style, both verbal and written with significant experience in preparing and presenting content to senior stakeholders (our Board and cross Whitehall senior leaders)
  • Exceptional leadership and interpersonal skills, with the ability to build strong relationships, influence stakeholders at all levels, and coach a high-performing team.


Qualifications


  • Degree in Finance, Economics, or a related field. Or demonstrable professional experience.
