Payroll Manager

Key Responsibilities:
Statutory Returns and Reporting:
- Ensure accurate and timely statutory returns to HMRC and the KCC Pension Fund.
- Oversee statutory reporting for the Annual Financial Report.
- Manage contracts for the iTrent system, including upgrades and compliance with government payroll changes.
- Provide payroll services to third parties (currently Commons Conservators), with plans to expand to small charities and council partners.
Financial Operations Management:
- Oversee the creditors function, including payments to suppliers, preceptors, and housing customers.
- Manage the debtors function, including invoicing for various services and setting up sundry direct debits.
- Direct the debt collection service for sundry debts, housing loans, and rents.
- Supervise cashiering activities, ensuring accurate allocation of electronic payments, managing petty cash, and processing cheques and cash from the public.
- Ensure all financial operations comply with International Financial Reporting Standards (IFRS) for the Annual Financial Report and accurately account for VAT for HMRC purposes.
Insurance Management:
- Provide and manage an insurance function for the council.
Parking Services Management:
- Manage the sales of parking season tickets and permits, along with the associated debt collection.
Process Improvement:
- Constantly review business processes and procedures to enhance productivity, efficiency, and customer service.
Team Leadership:
- Lead, inspire, and support a team of 7 to deliver and enhance services.
- Foster the development of their knowledge and expertise.
- Encourage team members to find fulfilment in their roles.
