Role Description

  • To be responsible for the management of the Council’s Capital Projects programme service covering the delivery of a wide portfolio of complex capital public realm projects ranging in value up to £10million.
  • To be responsible for the development and management of an effective project management delivery framework and business workflow system, driving the capital portfolio pipeline for the business unit.


Responsibilities

  • Develop and manage the delivery of multifaceted area-based neighbourhood engagement capital projects and programmes.
  • Manage the development of the Capital Programme pipeline, working in partnership with other departmental services and sponsoring managers.
  • Be responsible for the programme performance dashboard ensuring robust project reporting financial forecasting and monitoring of capital income targets.
  • Analyse the capital portfolio to identify and implement programme-level efficiencies and synergies.
  • Provide senior level technical leadership, project management, budgetary and forecasting expertise to the team during all stages of project development to ensure successful delivery.
  • Be responsible for the delivery of the Council’s Section 106 and Section 278 projects, working closely with Transport and Planning
  • Manage the budgets for the Capital Programme between £5 - £10 million a year, assessing of all contractor claims, reviewing external funding streams, and producing monthly monitoring reports for the Assistant Director-Capital Projects and Finance Manager.
  • Manage officers responsible for project delivery and to commission and manage consultants and contractors.
  • Lead the recruitment, training, development, and well-being of all team members.
  • Communicate to senior management and key stakeholders the performance of service delivery, including monitoring demands and changes and forming service development solutions.


Service Knowledge and Experience

  • To have a successful track record of management experience covering Highways, Transport, Traffic and Public Realm delivery.
  • Comprehensive knowledge and experience of programme and project management methodologies such as Prince II and MSP and the techniques involved in managing large and complex public realm projects.
  • Strong technical knowledge and record of achievement in successfully delivering technically complex public realm and climate change infrastructure project delivery working with a wide range of internal and external stakeholders.
  • To have proven knowledge and understanding of current legislation associated with the delivery of highly technical capital schemes, such as the Highways Act 1980, New Roads and Street Works Act 1991, Traffic Management Act 2014, Road Traffic Regulations 1984, Flood Water Management Act 2010 and Town and Country Planning Act 1990.
