The salary is broken down as £42,232 basic salary, which will increase annually until you reach the top of the scale £50,385 Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

With threats evolving continuously, we have to be prepared. That’s why we’re looking for a Head of Organisational Resilience to join our dedicated Counter Terrorism Policing (CTP) team. It’s a chance to work at senior levels and get a unique insight into CTP’s work. Could you help us mitigate risk and recover from disruptive incidents?

A career in Counter Terrorism Policing (CTP) is like no other, as you’ll be playing your part in protecting the public. Your role? To embed risk management into strategic decision making, business planning and performance management.

You’ll also ensure the UK CTP Network is able to prepare for, respond to, and recover from disruptive incidents as and when they occur. It’s an opportunity to coordinate Risk and Business Continuity across the Specialist Operations Business Group and the entire National CTP Network.

Through your work, you’ll have exposure to senior leaders from across the network and a unique insight into the business of protecting the UK from terrorism. A key member of the SPIRA leadership team, you’ll working with senior managers in the Counter Terrorism Policing Headquarters (CTPHQ), the Metropolitan Police’s Specialist Operations Commands and with Counter Terrorism Units across the country. Together, you’ll ensure that policies, processes and practices are in place to manage risk and drive business, while coordinating the annual business continuity lifecycle. This will ensure regulatory compliance under the Civil Contingencies Act 2004.

With relevant experience, you’ll get to grips with the role right away. You’ll need the ability to analyse data and report trends and make recommendations. You’ll therefore need good communication skills, both in person and on paper. No matter who the contact, you’ll express yourself appropriately. Finally, you’ll need to be highly organised with a keen eye for detail. Whatever the deadline, you’ll strive to give your best and insist on excellence.

Key Tasks

The role holder will be expected to:

Regular Duties:

  • Develop and implement the CTP Network Risk Management & Business Continuity Framework & Policy.
  • Oversee the coordination of the CTP National & Specialist Operations (SO) Risk Registers, ensuring the CTP & SOBG have an effective tool to manage their risks and issues.
  • Present CTP Corporate and Business Group Level risks during the quarterly SO/CTPHQ Risk Board, chaired by Deputy Assistant Commissioner for SO (DACSO) and the quarterly CTP Audit, Risk and Assurance Committee (ARAC), chaired by the Director General for CTPHQ.
  • Act as a point of contact and Subject Matter Expert (SME) for all CTP National and SO senior Risk Owners.
  • Oversee audit and assurance of risks held on the National Corporate Risk Management ICT Solution (4Risk).
  • Sign off annual Risk Maturity Assessment on behalf of the ORU.
  • On the request of the CTPHQ Director General and DACSO, attend relevant boards and provide SME advice on the management of risk and business continuity.
  • Provide administrational oversight to the CTP Corporate Risk Management ICT Solution (4Risk).
  • Design and oversee the annual Business Continuity Lifecycle programme, using the corporate approach, adapted as required for CT business.
  • Set objectives, monitor and review the performance and effectiveness of the Business Continuity Management Systems.
  • Ensure all Business Continuity/Disaster Recovery plans for each area of the CT Policing Network are in place and tested in an appropriate manner on behalf of and in consultation with CT Senior Leadership Teams.
  • Advise on the implementation and identification of operating controls and measures for managing the organisation’s overall capability to manage disruptive incidents to critical areas of the business, such pandemics, cyber-attacks etc.
  • Act as the point of contact and Subject Matter Expert (SME) for CTPHQ in relation to Business Continuity and Disaster Recovery for the CT Policing Network.
  • Manage projects and ad hoc tasks to develop and improve the unit’s processes and procedures, as directed by the C&A - SPIRA SLT.

Occasional Duties:

  • Attendance at venues outside Metropolitan Police Service estate, e.g. regional Counter Terrorism Units (CTUs), conferences, etc.
  • Undertake ad hoc tasks for the wider Compliance and Assurance pillar and involvement in pillar activities as required.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
