Investment Fund Oversight & Strategy Manager

Position

We are seeking a dynamic and experienced “Investment Fund Oversight and Strategy Manager” to join our team. This role will be critical in providing internal oversight of our investment strategies, conducting qualitative risk assessments across a broad portfolio, and feeding into both tactical and strategic decision-making. The successful candidate will be a member of the Investment Committee, Private Market Investment Committee with responsibilities spanning public and private markets.


This role is a certified role under the Senior Manager’s Certification Regime and will be subject to assessments in Fitness and Propriety and any other regulatory requirements.


Outcomes

Fund Oversight & Risk Management

  • ·Lead holistic qualitative risk assessments of internal Public and Private funds both investment and non-investment.
  • Conduct thorough evaluations of fund performance, internal manager quality, and alignment with LGPS Central’s Fund objectives.
  • Collaborate with internal teams to ensure funds adhere to agreed-upon mandates and are aligned with LGPSC’s Investment beliefs.
  • Develop and monitor risk metrics, flagging emerging risks across asset classes, including both public and private markets.
  • Articulate a view on whether oversight and actions by the various Investment Teams are adequate and reasonable, and whether a proactive approach is being taken in respect of any emerging risks


Strategic Asset Allocation & Portfolio Construction

  • Play a role in shaping and challenging fund asset allocation frameworks, balancing risk, return, and liquidity requirements.
  • Contribute to tactical asset allocation decisions and modelling, responding to market developments, economic outlooks, and investment opportunities.
  • Provide insight into portfolio construction, ensuring alignment between LGPS Central’s long-term objectives and short-term positioning


Public and Private Markets

  • Oversee investments across a broad spectrum, including public equities, fixed income, property, private credit, private equity, infrastructure, and other emerging assets.
  • Contribute to long-term investment strategies for private assets, ensuring risk-adjusted returns that align with LGPS Central’s objectives.

Requirements


Professional Experience:

  • Proven experience in investment oversight, manager selection, holistic risk management, and asset allocation, ideally within a pension fund, asset manager, investment consultant or similar institutional investor environment.
  • Demonstrable experience in both public and private market investments. With a deep knowledge of financial markets.
  • Solid understanding of manager selection, portfolio construction, strategic and tactical asset allocation methodologies.
  • Experience in leading projects, working effectively in cross-functional teams, and driving collaborative efforts to achieve strategic goals.
  • Proven ability to establish strong, collaborative relationships with a diverse range of internal and external stakeholders, including senior management, investment teams, service providers, and regulatory bodies


Technical Skills:

  • Strong understanding of both investment and non-investment risk management frameworks and fund governance.
  • Ability to analyse complex investment portfolios and provide actionable insights across asset classes
  • Proficiency in portfolio analysis, and risk/return assessment tools.
  • Proficiency with investment analysis software and financial modelling tools, as well as strong skills in Microsoft Excel for quantitative analysis and PowerPoint for presentations
  • Strong ability to anticipate challenges, propose effective solutions, and make sound investment decisions in a dynamic market environment.


Soft Skills:

  • Excellent communication skills, with the ability to present complex information to both technical and non-technical stakeholders.
  • Strong analytical mindset with attention to detail and a proactive approach to problem-solving.
  • Ability to work collaboratively across teams and manage multiple priorities in a dynamic environment.


Qualifications:

  • Bachelor’s Degree - Required
  • CFA - Preferred
  • IMC - Preferred
  • Has or can meet all the requirements of being an FCA approved person.
