**Head of Service SEND and Statutory Operations**
As a Head of Service SEND and Statutory Services, you will be responsible for leading and managing the Local Authority's statutory duties and service delivery for children and young people with Education Health Care Plans (EHCPs). You will ensure that the Local Authority complies with the Children and Families Act 2014, associated regulations and the SEND Code of Practice, and that the outcomes and aspirations of children and young people with SEND are met.
You will also have a countywide specialist role for a designated area of policy, practice, or service provision which would be decided to complement the strategic direction and existing skills of other Heads of Service to create a comprehensive span of knowledge in the department. You will provide strategic direction, professional guidance, and quality assurance for this area, and work collaboratively with other partners and stakeholders to develop and improve the offer for children and young people with SEND.
You will lead a designated locality service, consisting of team managers and EHCP operational staff, who are responsible for coordinating and reviewing EHCPs, and providing advice and support to schools, families, and other professionals. You will oversee the performance and development of your teams, and ensure that they deliver a high-quality, consistent, and timely service. You will also be accountable for the Local Authority's decision making for SEND legal requirements under a Scheme of Delegation, and deal with any complaints, appeals, or tribunals that may arise.
You will be part of the High Needs SEND Senior Management Team, along with the Principal Educational Psychologist, the Designated Social Care Officer, and the Heads of Social Work for Children with Disabilities. You will share the responsibility for the overall management and delivery of services for children and young people with high needs SEND, and contribute to the strategic planning, budgeting, and commissioning of provision. You will also work closely with other senior leaders across the Local Authority, schools, health, and other agencies to ensure a joined-up and effective approach to meeting the needs of children and young people with SEND.
