Investment Governance and Assurance Lead
Here at National Highways, we have an exciting new opportunity for an Investment Governance and Assurance Lead to join our team
The role can be flexibly based across our offices in Bristol, Bedford, Birmingham, Guildford, Manchester, or Leeds.
You will be responsible for:
Providing leadership and direction across the Major Projects Directorate (MPD) for Investment Governance and Assurance practices, capturing the benefits of Investment Decisions, enabling learning and supporting opportunities to embed new approaches whichdrive efficiencies in delivery of our MP projects and programmes.
Leading and developing the Investment Governance and Assurance team to ensure that scrutiny, challenge, governance, compliance requirements are met by all projects and programmes throughout the whole Project Control Framework (PCF) lifecycle whilst ensuringGovernance and Assurance activities remain within the delegated authority set out in the National Highways Licence and Framework Document. To act as a source of robust advice and guidance on all major project and programme investment governance and complianceissues.
Ensuring that the Investment Governance and Assurance team build a strong, collaborative environment with key stakeholders and customers across all projects by developing progressive and enduring relationships to maximise all opportunities for 'smarter’ working.
What you’ll be leading on
Supporting the MP Head of Governance and Assurance within Major Projects Delivery Services (MPDS), in the programme management of all programmes.
Leading and developing the MPDS Governance and Assurance function, to provide a directorate centre of strong project, programme and assurance capabilities and skills.
Directing and supporting implementation of MPDS change projects and others that are part of wide organisation and directorate objectives.
Providing programme management advice and guidance on the development and use of a programmatic framework for MP compliance, assurance, change control and quality standards of MPDS and Major Projects controls and processes. Actively working towards, our contributionto, an MP P3M3 programme level rating of 3 or above.
Acting as an ambassador on embedding and marketing the importance of investment governance and the Major Projects’ processes across the corporate functions in the business and with suppliers.
Leading and developing PPM collaborative forums including the Standards and Investment Assurance Working Group (SIA WG).
Leading in an investment governance and assurance role to ensure any new processes or service delivered by MPDS are fit for purpose and are capable of delivering the benefits required by the directorate and NH.
Assuring and contribution to the production of new templates, processes, and any bespoke 'trigger’ exception reports that supports the MP and NH investment decision process.
To be successful
Demonstrable evidence of working at a senior level in project assurance or governance, to provide reviews, challenge, scrutiny and influence within Programmes and/or complex Projects environment both in and out of the immediate team.
Significant evidence of building and managing strong collaborative relationships across a diverse stakeholder community.
Experience of leading and developing people and teams in delivering continuous improvements, benefits and efficiencies in a complex customer facing delivery or capital infrastructure organisation.
Excellent understanding of quality management systems.
Evidence of gathering and using evidence to assess the costs, benefits, and risks of a wide range of delivery options to make delivery recommendations to senior leaders.
Ability to maintain clarity and delivery focus through times of major business change and/or ambiguity, prioritising work to meet tight and exacting deadlines.
Ideally, you will have (or have willingness to gain) either of the following accredited qualifications:
Managing Successful Programmes (MSP) / Management of Portfolios (MoP)
P3O certification/accreditation (Foundation and/or Practitioner levels)
APM Accredited qualification (or similar)
