Commissioning Officer

Sheffield, United Kingdom Sheffield City Council Full time

Job description

Do you want a job that makes a difference for future generations? Do you want to be involved in high profile areas of work at the forefront of new government policy? Do you want to be able to say, ‘I did that’?

If yes, the Integrated Commissioning and Public Health Service may have a role for you.

**The Role**

We are recruiting a Commissioning Officer to join the Education and Childcare Commissioning Team.

This is an exciting time to join the team as we tackle challenges on multiple fronts, including sufficiency of school places and developing high quality Special Educational Needs and Disabilities (SEND) provision, whilst navigating a changing policy environment.

This role will be initially focused on priority areas relating to school aged activity - mainstream school place and SEND sufficiency.

This is a challenging and rewarding area of commissioning, that requires personal tenacity and a ‘can-do’ attitude to succeed and make a difference.

As Commissioning Officer, you will lead specific areas of work and be part of a wider commissioning team.

Your areas of work will be determined by the priorities of the service, which will change over time, as the strategic position develops, and issues change. You will work alongside two other Commissioning Officers with related areas of work.

To succeed in this role, you will need many qualities, including being pro-active, solution focused, and able to work effectively with partners both inside and outside the Council.

Working as a Commissioning Officer will give you a strong and diverse skillset, with potential progression to Strategic Commissioning Manager and beyond. The skills you develop will also be suitable for a range of roles outside of commissioning.

Previous experience of working in education is not essential. If this sounds like the role for you, we would love to hear from you.

Please complete your personal statement against sections one to three of the person specification, shown at the end of the job description provided.

**Sheffield Integrated Commissioning and the Public Health Service**

Sheffield is a brilliant and diverse city of nearly 600,000 people and is the fourth biggest city in England. We have amazing environmental, cultural, sporting and heritage assets, and are proud of the fact that our outdoor city has been named as the greenest in the UK and is the only city in the UK to include a national park within its boundaries.

Integrated Commissioning has recently undergone exciting changes and is now a single service closely allied with the council’s Public Health Service under the leadership of the Director of Public Health. This aligning of Integrated Commissioning alongside the Public Health Service brings exciting new partnerships and development opportunities.

We are investing in our workforce and are promoting opportunities to our under represented groups. We value equality, diversity and inclusion and are focused on increasing the diversity of our workforce, particularly the number of Black, Asian, Minority Ethnic, Disabled and LGBTQ+ people, so that our teams reflect the communities in the city we serve. We are also supporting staff with inpaid carer responsibilities to work flexibly.

Under the Disability Confident Scheme, disabled applicants. who meet the essential criteria for these jobs are guaranteed an interview.

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.

Equality of pay is extremely important to us. All roles at Sheffield City Council are going through an evaluation process which may result in changes to some pay arrangements from 2026. Find out more on our Sheff news page.
