Are you a dynamic, ambitious and driven Project Manager looking for your next role? National Highways have an exciting opportunity for a Senior Project Manager to join our expanding team on the Lower Thames Crossing (LTC) project.

LTC is National Highways’ largest single investment project and includes building one of the largest twin-bore tunnels in the world. By nearly doubling SRN capacity over the River Thames east of London, we will improve access to jobs and skills for localcommunities, support business growth in Essex, Thurrock and Kent as well as improve vital connections with the ports for the freight industry.

To maximise the wider benefits of the scheme for local communities and the environment, a comprehensive programme of wider investment has been developed in partnership with stakeholders. Primarily funded through designated funds, the programme already includesa new community woodland, new routes for walkers and cyclists, improvements to the coastal path, a new country park and improved community facilities at existing sites, a heritage app, conservation works to local heritage sites and improvements to local wildlifehabitats.

As a senior member of the project team you’ll be responsible for managing the Technical Partner Team ensuring delivery of their scope including a successful Development Consent Order to time and budget.

You will be expected to have a good understanding of a Portfolio, Programme and Project environment and be experienced working at pace within an emergent programme. The LTC programme is currently at development/consent stageand will be starting to transitiontowards a delivery phase in the next 12 months.

You will need be delivery focussed and comfortable with engaging with stakeholders at senior/director level. A key part of the role will be identifying and evaluating emerging risks, issues, dependencies and constraints associated with the project, escalatingwhere appropriate. Where necessary, you will develop, agree and implement solutions to overcome these.

The role will give substantial opportunity for development as the project develops and moves into delivery phase and the number of National Highways roles on the project increases.

What you’ll be leading on
- Defining and monitoring activities for the Technical Partner Team, creating high quality baseline management products and ensuring timely and accurate reports and maintaining specified records.
- Developing and maintaining strong collaborative relationships with the Project Directors, National Highways leads and other key internal and external stakeholders, to ensure full mutual understanding of the projects’ strategic and delivery objectives, toreport on and review project performance, and to agree solutions that resolve complex issues.
- Contribute to the development of robust business cases, to clarify business benefits, quantify resource requirements and identify project interdependencies.
- Identify and evaluate emerging risks, issues, dependencies and constraints associated with the delivery of the Development consent Order, escalating where appropriate. Where necessary develop, agree and implement solutions to overcome these.

To be successful you’ll need
- Proven experience of managing workstreams/projects in a complex environment overcoming challenges to time, cost and schedule.
- Experience of managing multiple supply chain partner relationships to the successful development of complex, medium/high risk projects or high-profile activities.
- Demonstrable experience of contract administration using the NEC contract.
- Experience of managing complex relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes.
- Commercial skills with proven ability to negotiate and manage contracts to deliver outcomes and drive value for money.
- Experience and understanding and delivering successful Development Consent Orders and the impacts of the consent on delivery.

This role is within the Lower Thames Crossing Development Division which has a crucial role to set the scheme objectives and benefits, define the commitments, ensure compliance with standards and monitor, report and communicate benefits. The Lower ThamesCrossing is the most significant new highways infrastructure in a generation. The crossing will support the levelling up of the country, support local and national economic development, join up communities and provide a long term solution to congestion atthe Dartford Crossing. This project will set the standard for delivery of sustainable road transport into the future.
