**Job description**:
**The Role and Our Team**

The role sits within the Net Zero Buildings Directorate, which is responsible for two statutory objectives. A) decarbonising the 30 million buildings that exist in the UK, including homes, businesses and public sector buildings and B) relieving fuel poverty.

Our specific team, known as the Net Zero Buildings Strategy team, has a unique role within the directorate. We are not specific for designing and implementing any individual policy. Instead, our role is to see how all the many policies should fit together, complement each other, and ultimately sum towards meeting our overall objectives.

We are a friendly team and welcome flexible working patterns. We have a strong learning culture and value diversity.

**Person specification**:
**Key Responsibilities**
- The role will have two major responsibilities. First, the post holder will be part of a team developing the Warm Homes Plan. This document will outline how we intend to realise a manifesto commitment to upgrade 5m properties across the country. It will also outline how we intend to accelerate progress to achieve our carbon budget and fuel poverty targets.

Secondly, the postholder will jointly manage policy relating to complex to decarbonise buildings. This is a group of buildings bearing characteristics that make them more challenging to convert to clean heat than others. The post holder will help define what we mean by such buildings, and what our strategy should be to address them.
This will be in addition to other work across the team, including:

- Supporting advice to Ministers, to inform on how decisions can have the most positive impact on the department’s strategic climate change objectives.
- Developing short term strategic deliverables, such as those which support cross-Whitehall engagement and respond to emerging strategic issues,
- Parliamentary engagement by drafting Parliamentary Questions and correspondence, and feeding into wider commissions.

**Skills and Experience**

Essential:

- You will have excellent communication skills, both verbally and in writing.
- You will be a critical thinker, able to analyse information, weigh risks and benefits, and suggest the best solutions to complex challenges.
- You will be comfortable building relationships with senior stakeholders and working as part of the team.

**Behaviours**:
We'll assess you against these behaviours during the selection process:

- Seeing the Big Picture
- Communicating and Influencing
- Making Effective Decisions

**Benefits**:

- Alongside your salary of £42,385, Department for Energy Security & Net Zero contributes £12,278 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.
