**Programme Officer**
**JOB DESCRIPTION**
**ROLE SUMMARY**
The International Refugee Trust (IRT) is looking for a Programme Officer to provide support to existing programmes while assisting in the development of new ones. The Programme Officer role is designed to oversees all programme activities in-country. The Programme Officer will support and oversee the monitoring, evaluation and reporting on the implementation of the planned activities in accordance with the project proposals, budgets, and logical frameworks and institutional donor policies and guidelines.
**PROGRAMME OVERVIEW**
IRT’S programmes work across Africa and the Middle East, including in Jordan, South Sudan, Tanzania and Uganda. IRT supports both refugee and internally displaced communities with projects in Child Protection, Economic Empowerment, Capacity Building and Research & Learning.
**KEY RESPONSIBILITIES**
**_ Programme Management_**
- Implement and support the strategic plan with field partners and HQ staff. Consider community needs, donor criteria and strategies in order to facilitate sustainability and development of the projects in the country
- Support and oversee the monitoring, evaluation and reporting on the implementation of planned activities in accordance with the project proposals and institutional donor policies and guidelines.
- Manage the overall programmes, including overseeing the development and maintenance of organisational procedures for country-level projects.
- Analyse humanitarian needs and trendsin the country of operation in order to anticipate new projects and initiatives.
- Ensure all programme activities comply with organisational and donor guidelines, national and international laws and regulations, including in-country registration.
**_Donors Relations Management_**
- Support the Chief Executive in developing and maintaining efficient donor databases of relevant funding partners to secure funding for the programmes.
- Oversee the drafting and presentation of all proposals, and budgets related to the programmes, in collaboration with the field partners.
- Ensure that the Communication and Development team receive appropriate materials for communication and fund-raising activities.
**_Quality Management_**
- Maintain appropriate information systems including contract tracking,reporting and payment schedules, and other donor-specific data.
- Ensure country programme activities are implemented in line with donor proposals and requirements and in accordance with organisational, donor, country and international standards.
- Ensure frequent and appropriate monitoring and evaluation of programme activities and outputs, implementing corrective actions as required
**QUALIFICATIONS**
- Strong working knowledge of English (spoken and written).
**WORKING CONDITIONS**
This is a hybrid role; 4 days in our Oxford office.
