**About the role**

This is an exciting opportunity to join the Climate Change Mitigation team at a time when the need to both mitigate and adapt to climate change has never been greater. The Mayor has set a target for London to be Net Zero Carbon by 2030 and the team is workingacross a range of policies and related programmes to deliver a just energy transition that will reduce emissions and meet that 2030 target.

The Climate Change Mitigation team leads on climate change strategy and policy development to support the Mayor’s goals of making London zero carbon by 2030, including in the LOnodn Environment Staregy and Lonodn Plan, and contributing to economic growththrough his Green New Deal. The team monitors and reports progress against climate related targets, and uses this to inform the city’s strategy for catalysing a just energy transition. It also develops new and innovative delivery mechanisms to accelerate thescale and pace of decarbonisation needed to support London meet its net zero-carbon target, while meeting the needs of Londoners and adapting to Climate Change. The team works collaboratively with partners across London, nationally and globally to embed andsupport action on climate.

You will also conduct analysis and research to develop policy and programme recommendations, including with external partners and stakeholders such as C40 Cities, the M10, Lonodn Councils as well as Lonodn’s local authorities, businesses and communities;to support the Mayor’s commitment to tackle the climate emergency. You will work to highlight London’s climate action at events such as COP and London Climate Action Week.

You will also lead and co-ordinate briefings and correspondence relating to climate change and energy policy. Prior experience of policy and programme development, public procurement and grant programmes would be valuable.

Principal accountabilities

- Be responsible for the management of a portfolio of environment work and lead on certain, agreed, Mayoral projects and programmes.
- Lead on the development of key statutory and non statutory strategies and policies, including research, analysis, option appraisals and consultation.
- Manage projects and programmes that are carried out either internally and externally, either for the Authority or by the Authority on behalf of other organisations, including procuring and managing consultants and contractors.
- Establish and maintain systems and process for ensuring the implementation of strategies and the effective delivery of key projects.
- Establish and maintain communications on technical and policy matters with international organisations, Government departments, the London Boroughs, and other organisations in the public, private and voluntary sectors.
- Build new and maintain existing partnerships to assist in delivery of initiatives to implement the Mayor’s policies and programmes including negotiating funding, leading for them on relationship management with key stakeholder groups in relation to theenvironment portfolio.
- Take responsibility for strategic horizon scanning in relation to the environmental portfolio and disseminating information and advice within their family and with partner organisations and functional bodies.
- Establish and maintain good working relationships within and outside the Authority and with the Functional Bodies in order to ensure that opportunities for integration and inter-disciplinary working are realised.
- Provide advice, written and oral, to the Mayor and his staff, senior managers, Members of the Assembly, and Functional Bodies, Their staff, government departments, London-based and national organisations on environmental matters, making recommendationson policy and strategy options.
- Prepare responses to questions and correspondence to the Mayor and from Assembly members, Government departments and other organisations in the public, private and voluntary sectors.
- Maintain an up-to-date awareness of legislative, technical and policy changes in the environment field.
- Gather and analyse effectively of relevant data and evidence to ensure that strategy, policy, projects and programmes are developed with a solid evidence base and are capable of evaluation.
- Present the results of the work on the Mayor’s policies, objectives and concerns at conferences, seminars and meetings to external bodies and organisations.
- Manage project and programme resources in allocated to the job in accordance with the Authority’s policies and Code of Ethics and Standards.
- To deputise for the Environmental Senior Manager as required.
- To take a proactive role in corporate planning and contributing to the overall performance management frameworks of theirs as a whole and the Directorate.
- To be responsible for the line management of any Environmental Programme Support Officers allocated to each team.
