The Main Purpose of Mechanical & Electrical Cyclical Contracts Manager: " Manage a range of contractors working in dispersed locations ensuring they comply with good practice, British Standards, Codes of Practice and statutory requirements as defined in legislation, the contract documents and any departmental policies/practicenotes issued from time to time. " Experience using asset management data and systems in housing-related contexts including stock condition, survey form design, lifecycle forecasting, planning works, capital programme delivery, budgeting, energy assessment, health and safety compliance, asbestos,servicing, inspections and financial analysis. " Monitor expenditure within the area of responsibility to ensure proper and timely use of approved budgets, value for money is consistently obtained, spending trend analysis and forecast expenditure required of both a reactive and planned nature. " Ensure additional compliance servicing is scheduled following investment programmes i.e., Home safe projects and ensure funding provisions are in place. " Direct and control all site services, maintenance operations installations, equipment, and plan within your care. The role will require effective and efficient management of the Council's Housing Cyclical maintenance and improvement programme. " Make regular inspections as may be necessary and undertake surveys to ascertain condition and maintenance needs, ensure correct and efficient operation of plant and equipment. Identify servicing where necessary. " Organise and coordinate health and safety repairs of an emergency or urgent nature. Ensuring that conflicting priorities for yourself and/or the contractor are assessed and decided. " Initiate orders and inspect during and/or on completion of the work, as appropriate in the circumstances, with particular attention to workmanship and quality of materials. " Prepare drawings and specifications of work required to be carried out where the use of the current schedule of rates for day-to-day maintenance is not suitable, initiate the preparation of all documentation necessary for and seek competitive tenders. **About you, the successful will have**: " Knowledge of the issues involved in providing technical client advice for planned maintenance relating to mechanical, electric and gas services " Detailed knowledge of building legislation including health and safety regulations particularly around legionella, lifts, gas servicing, electrical services, and fire safety " Demonstrable experience in managing major housing cyclical and planned maintenance projects in the public and/ or private sectors " Direct experience in procurement, tendering and setting up " Direct experience in working with tenants, leaseholders, councillors " Detailed knowledge of managing cyclical, maintenance, and major works programmes in mechanical, electrical and gas services " Availability to attend out-of-hours emergencies as and when required " Must have own vehicle to carry out the full scope of duties and full active UK driving license.
